Organizational Setting

The INIS and Nuclear Knowledge Management Section is located in the Department of Nuclear Energy and is responsible for the implementation of the Agency's subprogrammes on "Nuclear Knowledge Management" and "International Nuclear Information System (INIS)".

Assignment

Under the supervision of the Leader of the Database Production and Imaging Group, INIS Unit, to coordinate data registration, data processing and database production activities in order to ensure provision of reliable, timely, high quality and comprehensive information resources to Member States, as well as to contribute to capacity building activities at Member States. Specifically:
  • To coordinate data registration and data processing of all INIS Members' contributions, including review, quality control and verification of metadata ensuring compliance with INIS guidelines and adopted standards to facilitate accuracy in retrieval of INIS information resources;
  • To verify accuracy and consistency of Member States' electronic full-text of non-conventional (grey) literature, to perform quality assurance according to adopted standards and guidelines;
  • To assist National INIS Centres on matters regarding bibliographic description, preparation and submission of associated electronic full text, and to participate in training and capacity building events as instructor;
  • To analyse and evaluate INIS Members' contributions, monitor regularity and volume of input, provide comprehensive statistical reports , propose effective and sustainable methods for identification and collection of relevant information resources;
  • To contribute to the revision of INIS guidelines, rules and procedures related to bibliographic metadata, record structure and electronic full text including updating of INIS Reference Series manuals;
  • To ensure the comprehensive coverage of conference literature in the INIS Database using state-of-the-art technology and other information resources, eg. IAEA Library's catalogue, Meetings on Atomic Energy database, ETDE; to contribute to nuclear knowledge preservation activities by coordinating the acquisition of full text and integration to the INIS Database;
  • As required, to produce the scheduled Atomindex and authority files ensuring valid and smooth data processing and database production;
  • To participate in development and innovation projects of the INIS & NKM Section.

Knowledge, Skills and Abilities

  • Good expertise in information resource description and documentation activities.
  • Fundamental knowledge of librarianship and/or documentation.
  • Extensive knowledge of Microsoft Office package (specifically Access and Excel) for generating queries, reports and statistics.
  • Good interpersonal skills to work effectively in a multicultural environment and to interrelate in a customer-friendly fashion with staff at all levels, Mission representatives, as well as other external counterparts.
  • Good organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently and meet deadlines. Ability to manage a heavy workload under time pressure.
  • Good analytical skills: Ability to make independent analyses and to propose a workable solution for problems arising in the field of work.
  • Ability to train database users from National INIS Centres.
  • English typing ability and grammar tests to IAEA standard.
  • Excellent knowledge of English required. Knowledge of any other IAEA official working language (Arabic, Chinese, French, Russian, Spanish) an advantage.

Education and Experience

  • Completed secondary education.
  • A minimum of ten years of relevant practical experience in computer-based bibliographic information systems.
  • Solid working experience with electronic information management systems and familiarity with digitization standards and applications.
  • Extensive working experience and expertise with data processing and database production applications, online/offline data capture software (eg. WinFIBRE, Metadata Extraction Tool), online retrieval applications (e.g. Internet & CD-ROM), search techniques as well as in-depth understanding of their technological infrastructure.
  • Solid experience working with LiveLink, other specific applications and search engines in use in the IAEA, as well as practical experience with database-driven web sites.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €42 972 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
