Organizational Setting

The Department of Safeguards is the organisational hub for the IAEA's safeguards work. The IAEA inspects nuclear and related facilities under safeguards agreements with more than 140 States. There are three Operations Divisions, A, B and C, for the implementation of verification activities. While each Division covers different countries, all three have equivalent status, function and responsibilities for applying safeguards.

The Division of Operations C is responsible for safeguards in 47 States in the European Union, the Newly Independent States (NIS) and Eastern Europe, some of which have advanced and complex nuclear activities. Additionally, most of these States have an additional protocol to their safeguards agreement in force. This situation results in a dynamic and challenging environment with added management complexity.

The Section for Coordination and Support provides managerial, technical and administrative support to that Division, which is responsible for inspection activities in the European Union, NIS and Eastern Europe. The primary focus of the Section is to perform quality management and quality control on all the Division's deliveries and processes, to coordinate and support Operations Sections in the preparation of safeguards approaches for States, and to perform centralized budgeting, procurement and scheduling of inspections. The Section has about 20 staff including senior inspectors, inspectors and support staff.

Assignment

The Safeguards Coordination Assistant plays a key role in the processing and analysis of Additional Protocol (AP) declaration received from Member States. Additionally the Safeguards Coordination Assistant supports the Complementary Access (CA) process at the Divisional level and serves as the Divisional focal point for issues connected with States declarations and CA and resulting statements.

The Safeguards Coordination Assistant works closely with the staff of the Division and ensures the correctness and completeness of information available for review and statements issued following CA.

Specifically, the Safeguards Coordination Assistant will:
  • Assist inspectors in processing and analyzing AP declarations using software such as AP Reporter and AP Reviewer.
  • Prepare briefing and debriefing notes, notifications to States for the conduct of CA pursuant to AP, and draft and dispatch CA Statements in a timely manner.
  • Establish secure procedures for compiling and maintaining divisional records of CA activities including Complementary Access Documentation Packages.
  • Establish and maintain a secure Divisional electronic database of satellite images together with information on CA activities and results using software such as Geographic Information System (GIS).
  • Draft external and internal correspondence and to review the technical correctness, content and presentation of all correspondence with respect to AP implementation activities.
  • Provide computer support to inspectors for processing and analyzing AP declarations and to install, maintain and upgrade the hardware and software for dedicated stand-alone stations.
  • Prepare regular or special reports related to CA activities as required by the management.
  • Train other divisional clerks in the use of relevant software and assist developing training materials for use within the Division.

Knowledge, Skills and Abilities

  • Knowledge of IAEA safeguards concepts, procedures and relevant information systems, e.g. the IAEA Safeguards Information System (ISIS), desirable.
  • Demonstrated ability to work with a minimum of supervision.
  • Experience in the use of Microsoft Office 2003 (Outlook, Word, Excel, PowerPoint) which is the IAEA's standard. Experience with database management, data retrieval applications and document management desirable.
  • Familiarity with the treatment of confidential and sensitive information.
  • Good communication and interpersonal skills combined with an ability to work in and adapt to a multicultural environment with sensitivity to and respect for diversity.
  • Good communication and organizational skills combined with a high degree of accuracy and concentration to detail under a strict time schedule.
  • Strong drafting skills, and typing and grammar tests to IAEA standards are required.
  • Excellent knowledge of English is essential. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian, or Spanish) an advantage.

Education and Experience

  • Completed secondary education.
  • At least 10 years of relevant working experience, preferably in an international environment.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €42 972 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
