Organizational Setting

The INIS and Nuclear Knowledge Management Section (INIS/NKM) is located in the Department of Nuclear Energy and is responsible for implementing the IAEA's subprogrammes on the international nuclear information system (INIS) and nuclear knowledge management. The objectives of the subprogrammes are to increase awareness and understanding in Member States of the need for sustaining knowledge and expertise in nuclear science and technology, to serve the knowledge management needs of Member States and to maintain and enhance information resources on the peaceful use of nuclear energy, serving the needs of Members States and the IAEA.

The Database Production and Imaging Group is part of the INIS Unit. It is responsible for data processing of the INIS Members contributions, production of the weekly updates of the INIS bibliographic and full text databases, digital preservation of nuclear information resources of Member States and the IAEA providing electronic access to these resources.

Assignment

Under the supervision of the Leader of Database Production and Imaging Group, INIS Unit, the incumbent will:

  • Digitize the full text of nuclear information resources of Member States and IAEA; benchmark, prepare, scan and/or convert documents received in various formats (eg. paper, microfiche/film, or other formats) to industry standard digital formats in accordance with system specifications.
  • Perform quality control of digital products to ensure that quality expectations have been met by verifying scanned images on automated high-resolution workstations for contrast, density, overall legibility and skewed pages, identify and rectify images requiring enhancement or rescanning.
  • Perform optical character recognition (OCR) to ensure that text can be searched and indexed, and apply image compression according to international standards for optimized results.
  • Participate in cross-cutting knowledge preservation activities, production of topical subsets of the INIS database, provide digitization services to various IAEA departments.
  • Participate in special tasks associated with longevity of digital resources to ensure the ability to display, retrieve and use digital collections.
  • Act as back-up for the Digital Preservation Technician to ensure continued production of INIS grey literature full text database on optical media and maintenance of the Imaging System; provide training in imaging and Optical Character Recognition (OCR) techniques, as required.

Knowledge, Skills and Abilities

  • Excellent knowledge of document capture and management systems, standard digitization software, image enhancement tools, e.g. InputAccel, PixEdit, VRS, LiveLink; familiarity with digital asset management systems and multimedia applications on the PC platform.
  • Excellent knowledge of OCR applications, e.g. ABBYY FineReader, Adobe Acrobat; related standards, principles and techniques; extensive working knowledge of industrial practices and quality assurance techniques.
  • Familiarity with hardware, software and applications installed at INIS, e.g. INISIS (INIS Imaging System), INISIR (INIS Information Retrieval system), IRS (Input Registration Subsystem) an asset.
  • Capacity to acquire and develop knowledge and skills to cope with the rapidly changing technological infrastructures, especially with regard to digital preservation requirements.
  • Knowledge of the IAEA's standard MS Office 2003 (Outlook, Word, Excel, Access, PowerPoint).
  • Ability to understand complex technical manuals.
  • English typing and grammar tests to IAEA standard.
  • Good organizing skills: Ability to prioritize work assignments, perform routine work independently, meet deadlines, and adapt to changing demands.
  • Strong interpersonal skills to work effectively in a multicultural environment with sensitivity and respect for diversity and to interrelate harmoniously with team members.

Education and Experience

  • Completed secondary education.
  • At least five years of relevant working experience, particularly in imaging and digitization principles and techniques.
  • Experience in CD-ROM and DVD production and maintenance of imaging systems an advantage.
  • Hands-on working experience with high performance image scanners, microfiche scanners an asset.
  • Excellent knowledge of both oral and written English. Knowledge of German and/or other official languages of the IAEA (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €32 101 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
