Organizational Setting

The Recruitment Unit in the Recruitment and Staff Development Section is responsible for supporting the implementation of the Agency's programmes by participating in the development of human resources planning, and by delivering services and advisory support to managers regarding the recruitment, placement, extension and promotion of Professional and General Service staff. The type of support and services provided by the Unit range from analytical and problem-solving to negotiation-based and administrative work at the individual, unit and higher organizational levels, which is done in accordance with the established policies and ensuring that these policies are implemented in the selection, placement, extension and promotion of staff.

Assignment

Under the general supervision of the Head of the Recruitment Unit, the incumbent performs duties contributing to the efficient recruitment of staff for specific Departments; efficient delivery of the Agency's Internship Programme; supporting the successful implementation of the Staff Mobility Programme; maintaining an updated Agency Staffing Table and providing advice to staff on any issues related to the above-mentioned areas.

Specifically the incumbent is:
  • To contribute to the recruitment of P and GS staff, by reviewing vacancy notices, pre-screening, conducting reference checks, developing interview questions and participating in interviews for GS positions. To provide advice to Divisions/Departments on the appropriate contract types, previous employment and application of recruitment regulations, rules and procedures. To support the work of the Joint Advisory Panels by compiling background information. To contribute to the Career Development Reassignment Programme by reviewing the suitability of temporary assistance requests, identifying post requirements, pre-screening applications, and testing and interviewing candidates.
  • To support the Internship Programme by screening internship applications, coordinating candidates' interests with the respective Departments' requirements, issuing correspondence, and providing advice and guidance to interns on assignments, entitlements, rules, as well as general administrative logistics.
  • To process requests under the Staff Mobility Policy and grant Special Post Allowances, reviewing requests, gathering additional information, identifying problematic issues, recommending remedial action and drafting routine correspondence.
  • To be responsible for the input and maintenance of the MTHR Inventory of Posts and Personnel, ensuring timeliness and data reliability; identifying discrepancies and taking corrective action. To perform other tasks consistent with the level of the post.

Knowledge, Skills and Abilities

  • Good knowledge of computerized systems in the areas of HR (such as the Personnel Management Information System PERMIS) and travel (such as the Agency's Travel Lodging and Subsistence System ATLAS).
  • Good knowledge of MS Office (Word, Excel, PowerPoint and Outlook).
  • Strong interpersonal skills: ability to establish and maintain a wide range of contacts, applying tact and discretion and to work in a multicultural environment with respect and sensitivity for diversity.
  • Organizing skills: Proven skills to set priorities, observe deadlines and process a high volume of transactions; initiative and ability to organize own work independently.
  • Knowledge of the policies, procedures and rules related to recruitment activities in an international organization.
  • Strong communication skills: Ability to draft and communicate effectively in English. English typing test (level 2) and English language test to IAEA standard.
  • Excellent knowledge of both oral and written English; knowledge of another official Agency language (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.

Education and Experience

  • Completed secondary education.
  • At least seven years of clerical experience. Of those, at least 4 years experience in one or more areas of human resources management.
  • Knowledge and extensive practical experience in data management related to office software and the Microsoft Windows environment.
  • Experience working in an international organization.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €37 634 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
