Organizational Setting

The Division of Budget and Finance, part of the Department of Management, is responsible for the financial management of the Agency and is divided into five sections. The General Accounting Unit is an integral part of the Finance and Accounting Section reporting to the Head of Section and the Director of the Division. The Unit is responsible for preparing the annual accounts of the IAEA; recording, maintaining and monitoring all the accounts of the IAEA; ensuring proper application of the IAEA's Financial Regulations, Financial Rules and established procedures relating to accounting matters.

Assignment

To provide management with the financial data needed to manage the following activities efficiently and effectively, and to bring to management's attention to potential financial problems. In particular, the Financial Assistant will:
  • Maintain the computerized accounting and financial reporting systems for the three following funds: VIC Commissary, Seibersdorf Cafeteria and the Staff Welfare Fund.
  • Perform the technical closure of the EU client and maintain chart of accounts.
  • Prepare and record journal vouchers in the accounting system in relation to, among others: monthly salaries and wages for the Commissary and Cafeteria, staff loans and grants for the Staff Welfare Fund, accruals, sales cash reports, losses and damages, fixed assets, inventory etc.
  • Control daily receipts and receipt vouchers for both Commissary and Cafeteria and maintain daily sales records, including accounts receivable register, and controls cash flow.
  • Maintain records for all equipment, furniture, fixtures and expendable equipment of the Commissary and Cafeteria and calculate the related depreciation.
  • Prepare relevant payment vouchers for reimbursing the IAEA, payments of Staff Welfare Grants etc.
  • Check the accounts for the three funds during the year and prepares the annual financial statements for the three funds.
  • Prepare periodic claims for the reimbursement of VAT from Austria, Germany, France, The Netherlands, U.K. and Canada and any other country where a claim is required and make periodical reimbursement of petrol tax to senior staff members.
  • Assist in implementing new computerized systems and in developing whatever revisions in accounting procedures that may be necessary in order to improve financial operations.
  • Advise management of potential, financial problems relating to these activities.
  • Perform any other tasks consistent with the level of the post as required by the Section Head / Director.

Knowledge, Skills and Abilities

  • Excellent computer skills in Microsoft Office 2003, which is the IAEA's standard (Outlook, Word, Excel, PowerPoint).
  • Ability to write in a clear and concise manner and to communicate with colleagues and customers in an effective, professional and tactful manner.
  • Ability to carry out tasks independently, apply judgement, exercise initiative for non-standard cases and make/discuss proposals.
  • Ability to continuously develop in-depth knowledge of accounting standards, as well as of the Agency's financial Regulations and Rules and Policies.
  • English typing test (Level 2) and English language test to IAEA standard.
  • Excellent knowledge of both spoken and written English. Knowledge of German an advantage.

Education and Experience

  • Completed secondary education. Certificate, course work or training in accounting.
  • At least 10 years of relevant working experience.
  • Experience in an international environment desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €43 545 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
