Organizational Setting

The Department of Nuclear Safety and Security (NS) consists of two divisions, the Division of Nuclear Installation Safety and the Division of Radiation, Transport and Waste Safety. The objective of the programme implemented by the Division of Nuclear Installation Safety (NSNI) is to achieve and maintain a high level of safety of nuclear installations under design, construction or operation worldwide by: establishing and promulgating standards of safety for the protection of health including standards for nuclear power plants and other nuclear installations and facilities (such as research reactors and fuel cycle facilities); and providing for the application of these standards through, inter alia, the rendering of safety reviews and advisory services, the promotion of capacity building through education and training, the fostering of information and operating experience exchanges, the co-ordination of research and development and support for the Agency's technical co-operation programme. In addition, NSNI helps assure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors.

The Regulatory Activities Section (RAS) aims at promoting the governmental and regulatory frameworks for safety establishing an effectively independent, technically competent and efficient regulatory body, which is considered essential for nuclear, radiation, radioactive waste and transport safety. The IAEA Member States strive to achieve and maintain stable and effective regulatory regimes in order to guarantee a high level of safety of all nuclear facilities and activities under their national responsibility. To enhance the capacity of regulatory bodies in Member States, RAS is promoting self-assessments based on the applicable IAEA Safety Standards, and collecting their experience and sharing of their best practices in the field of regulatory framework and nuclear safety infrastructure.

Under the Section's responsibility is the provision of the secretariat for the Convention on Nuclear Safety (CNS) which is a legally binding document which aims to commit participating States operating land-based nuclear power plants to maintain a high level of safety by setting international benchmarks to which States would subscribe. The main tool is a peer review process. As such the CNS is the core part of the Global Nuclear Safety Regime, the main tools of which are the Review and Organizational meetings which are usually attended by up to 800 participants.

The operating environment is dynamic, participative and interactive with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

Assignment

To provide administrative support in connection with activities related to the Nuclear Safety Convention, in particular with the organization of Review and Organizational Meetings as well as the maintenance of the database of CNS national contact points and secure website. To provide administrative support with the Section's project on supporting countries embarking on nuclear power. Specifically,
  • To support the Scientific Secretary and act as the main focal point for the CNS in all administrative, logistical and organizational matters with regard to the peer review process, such as
    • organize and participate in internal meetings (e.g. MTCD Printing/Translation, Conference Services, MTBF, MTGS, NSNI Section Heads, etc.)
    • organize and participate in meetings of the contracting parties
    • coordinate and supervise G-staff of other departments hired for CNS related meetings, including assignment and review of work (e.g. conference clerks)
    • distribute in a timely manner written material for the CNS (e.g. Note Verbales, national reports, etc.)
  • Update and maintain the secure database of CNS national contact points.
  • Update and maintain the database of the CNS secured website as the main communication tool for the CNS (ID, passwords, confidentiality agreements etc for approx. 350 users)
  • Provide administrative support with the organizational preparations and arrangements for up to 4 high level CNS meetings per year. The Review meeting is usually attended by up to 800 participants and the Organizational meetings are usually attended by up to 200 participants.
  • Maintain the three supporting guidelines of the CNS (which are working drafts and subject to Member State changes, and are to be available in all UN languages):
    • Guidelines regarding the review process under the Convention on Nuclear Safety (INFCIRC/571/Rev.3, 11 Jan 2007)
    • Guidelines regarding national reports under the Convention on Nuclear Safety (INFCIRC/572/Rev.2, 2 Sept 2002)
    • Rules and Procedures and Financial Rules (INFCIRC/573/Rev.3, 11 Jan 2007)
  • Provide administrative and secretarial support to the Section's Integrated Regulatory Review Service (IRRS) missions, including
    • preparing budget estimates for the IRRS missions for the requesting countries;
    • making all travel arrangements for inside and outside experts;
    • prepare the final accounting of disbursements after the mission.
  • Provide policy and programme support related to activities in the Division with approx. 85 staff members with respect to:
    • coordination of General Conference preparations (i.e. GC topics, resolutions, follow-up)
    • maintenance of ISAT (Integrated Safety Assessment Tool) database on country specific profiles based on NSNI Country Safety Officers feedback (data update for approx. 15 MS per 6 months review cycle)
  • Provide administrative and secretarial support with projects related to countries embarking on nuclear power.

Knowledge, Skills and Abilities

  • Knowledge of the Agency's rules and procedures highly desirable.
  • Ability to prepare budget estimates, make travel arrangements, and prepare the final accounting of disbursements after missions.
  • Ability to carry out tasks independently with a minimum of supervision, apply judgement, exercise initiative for non-standard cases and make and discuss proposals. Ability to independently prioritize tasks. Ability to interpret rules and procedures and to find innovative solutions to administrative problems that arise.
  • Ability to work accurately including with figures and to identify errors/discrepancies.
  • Strong organizing skills to work for several professionals, establish priorities, manage various tasks in parallel and maintain deadlines with the ability to remain calm under time pressure.
  • Excellent inter-personal skills, including:
    • Ability to establish and maintain partnerships and working relationships with staff at all levels in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
    • Strong customer orientation.
    • A high degree of tact, diplomacy and discretion, and proven ability to maintain confidentiality.
    • Sensitivity and diplomacy to deal with high level multi-cultural representatives from Member States that are parties to the CNS in respect of obtaining from them what is needed for the purpose of their fulfilling the mandate of the CNS and also for giving to them what they need from the Agency in order to be able to do so.
  • Experience in the relevant areas of work and confidence for dealing assertively and competently with high-level Member States' experts and representatives.
  • Competence in the use of Microsoft Office 2003 (Outlook, Word, Excel, PowerPoint) which is the IAEA standard. Sound knowledge of computerized systems in the areas of travel (such as the Agency's Travel Lodging and Subsistence System ATLAS) and Web applications an advantage.
  • Results orientation and commitment to excellence.
  • Good communication skills including the ability to draft, correct, compile, summarize and present documents and information such as briefing notes, graphic and statistical summaries.
  • English Typing Test (Level 1) and English Language Test (Level 1).
  • Very good knowledge of English. Working knowledge of German an asset for contacts at duty station. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian, Spanish) an advantage.

Education and Experience

  • Completed secondary education.
  • At least 7 years of administrative/clerical experience. Of those at least a few years in an international organization.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €37 634 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
