Organizational Setting

The Department of Nuclear Safety and Security (NS) consists of two divisions, the Division of Nuclear Installation Safety and the Division of Radiation, Transport and Waste Safety. The objective of the programme implemented by the Division of Nuclear Installation Safety (NSNI) is to achieve and maintain a high level of safety of nuclear installations under design, construction or operation worldwide by: establishing and promulgating standards of safety for the protection of health including standards for nuclear power plants and other nuclear installations and facilities (such as research reactors and fuel cycle facilities); and providing for the application of these standards through, inter alia, the rendering of safety reviews and advisory services, the promotion of capacity building through education and training, the fostering of information and operating experience exchanges, the co-ordination of research and development and support for the Agency's technical co-operation programme. In addition, NSNI helps assure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors.

The Safety Assessment Section (SAS) aims to strengthen Member States capabilities in effective safety assessment and safety enhancement of nuclear installations through: the development and application of safety standards and guides for advanced deterministic and probabilistic analytical methods/tools related to events, accidents and severe accidents, to prevent human induced events of malevolent origin, and include the mitigation of their possible consequences, with respect to systems design; and through the integration of deterministic, probabilistic and performance-based approaches and its applications to the risk informed decision-making process, and the implementation of safety performance indicators for safety assessment application and increased transparency.

Specific topical areas and their applications include: design basis accident, beyond design basis accident, safety analysis, accident management, safety performance indicators, risk informed decision-making, and deterministic and probabilistic safety assessment methods/tools. SAS coordinates and supports Member States in establishing and implementing safety assessment education and training programmes.

The operating environment is dynamic, participative and interactive with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

Assignment

To provide clerical and administrative support for several professionals in the Safety Assessment Section and its extra-budgetary projects in the Division of Nuclear Installation Safety.
  • To perform administrative functions, assist in the organization of meetings and missions through the Agency's Travel, Lodging and Subsistence System (ATLAS) and the Agency-wide Meeting System (AwMS), including the preparation of invitation letters according to IAEA procedures, and the preparation of travel authorizations, claims and hospitality, as well as preparation of internally required administrative information material. To assist with monitoring and reporting on staff and non-staff travel, and to check correspondence and travel documents for completeness and accuracy.
  • To type letters, reports, manuscripts and tabular material from notes and handwritten rough drafts, as well as draft and type routine correspondence.
  • To draft routine correspondence on the basis of instructions received and/or the basis of own knowledge of work. To provide background files and information on urgent matters to the supervisor(s) for immediate attention.
  • To provide secretarial/administrative/clerical assistance to professional staff, as required. To keep track of pending matters and to deal with routine requests and actions in the absence of the supervisor.
  • To provide clerical assistance, such as receiving, examining and distributing mail; maintaining both physical and computer files; screening callers, providing information and arranging appointments; and following-up on the timely preparation of material.
  • To organize and maintain files.
  • To perform other clerical duties as required.
  • To provide clerical assistance for missions, as required.

Knowledge, Skills and Abilities

  • Knowledge of the IAEA administrative practices, procedures and policies, in particular related to the organization of the IAEA meetings, an advantage.
  • Working knowledge of a computerized travel system such as the IAEA's Travel, Lodging and Subsistence System (ATLAS).
  • Proficiency in Microsoft Office 2003 (Outlook, Word, Excel, PowerPoint), which is IAEA's standard.
  • High degree of accuracy and ability to pay attention to detail.
  • Strong organizing skills:
    • Strong interpersonal skills to work effectively in a multicultural environment with sensitivity and respect for diversity and to interrelate in a customer-friendly fashion with staff at all levels, Mission representatives, as well as other external counterparts. Ability to act with tact, diplomacy, discretion and respect for confidentiality.
    • Strong ability to deal with a large volume of work, prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines and adapt to constantly changing demands. Ability to manage a heavy workload under pressure.
    • Strong ability to deal with tasks related to meetings, appointments, travel and follow-up. Ability to organize filing for easy retrieval by all authorized users.
  • Excellent communication skills: Ability to draft correspondence, correct documents and present information.
  • English Typing Test (Level 1) and English Language Test (Level 1).
  • Fluency in spoken and written English essential; knowledge of another official language (i.e. Arabic, Chinese, French, Russian, Spanish) of the IAEA an advantage.

Education and Experience

  • Completed secondary education.
  • At least five years of relevant experience in a clerical/administrative position, some of it in an international organization.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €32 526 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
