Organizational Setting

The Nuclear Power Engineering Section is one of two sections in the Division of Nuclear Power and is responsible for planning and executing the Agency's programme on engineering and management support for competitive nuclear power. The main objective of the programme is to strengthen Member States' capabilities for enhancing the reliability and competitiveness of nuclear power with due regard for safety. The relevant subjects are: national nuclear power infrastructure; nuclear power plant (NPP) life cycle management, including decommissioning; continuous improvement of NPP performance; quality assurance, quality management and an integrated management system; training and qualification of NPP personnel, including competence development and knowledge management; modernization of instrumentation and control systems and implementation of the PRIS (Power Reactor Information System) database. The programme has an annual regular budget of ca. US $2.5 million and provides technical backstopping to the technical cooperation programme to the value of ca. US $4 million yearly.

Assignment

Under the supervision of the Head of the Section, to participate in formulating and implementing the Agency's activities on nuclear power planning methodologies and economic/financial analyses and to support activities related to direct assistance and advice to Member States.

In particular:
  • To organize technical meetings as scientific secretary and to prepare documents and technical reports;
  • To provide advice to Member States, at their request, on matters related to the subject area;
  • To provide technical backstopping, as required, to specific technical cooperation projects and training courses;
  • To liaise with national and international organizations in the subject area;
  • To keep abreast of state-of-the-art planning methodologies, scientific developments and practices in order to carry out the above responsibilities;
  • To provide assistance, as required, to other activities of the Section/Division which are relevant to his/her knowledge and experience;
  • To coordinate and manage the Nuclear Economic Performance Information System (NEPIS).

Education and Experience

  • Advanced university degree (MSc or equivalent) in nuclear science/engineering or equivalent engineering field. Some knowledge of economics/business management;
  • At least 6 years of relevant experience in a nuclear research institute, engineering firm, utility or in a nuclear energy planning, policy analysis or economic analysis organization dealing with nuclear power planning methodologies and economic/financial analyses;
  • Experience in computer modelling and software utilization for nuclear power planning and analysis and familiarity with legislation on nuclear power utilization;
  • Experience working in a multicultural environment.

Knowledge, Skills and Abilities

  • Knowledge of nuclear power engineering and the economics of nuclear power;
  • A good understanding of factors influencing nuclear power planning, nuclear power economics and financial aspects in both industrialized and developing Member States;
  • Organizational and team skills;
  • Skills in report writing, technical editing, communications and presentations;
  • Ability to interact effectively with internal and external counterparts;
  • Fluency in English essential. Working knowledge of French, Spanish or Russian desirable.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $49 149 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $23 592*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
