Organizational Setting

The Division of Information Management comprises four Sections and provides the Department of Safeguards with services relating to data processing, secure information distribution, information analysis and knowledge generation, which are needed to draw independent, impartial and credible safeguards conclusions. The Information Architecture and Projects Section provides project-oriented information and communication technology (ICT) services to all the Divisions and Sections in the Department, working cooperatively with staff in the Operations Divisions and the Support Divisions to plan, establish and maintain information systems and to provide them with system analysis, software development, software contract management and maintenance services.

The Information Architecture and Projects Section is the main starting point for the development of information related projects. It implements best practices in project management, using Capability Maturity Model (CMM) standards. The Section continuously monitors the Department's information-related needs so that they can be translated into requests for new or enhanced functionalities of ICT systems. The Section has a:
  • Verification Business Unit, which manages accountancy verification, containment and surveillance, measurement and sample handling, remote monitoring and special projects software;
  • State Supplied Information and Analysis Unit, which manages information received from Member States, including NPT (Non-Proliferation Treaty) accounting, voluntary reporting, non-NPT accounting, additional protocol, design information and transit matching, provides Member States with ICT solutions, including applications for the loading and quality control of Member States' data, and provides services to enhance the Department's ability to perform information analysis;
  • Support Business Unit provides ICT services and solutions in support of activities that, while not directly part of the core business of safeguards, are necessary for the Department to fulfil its mission.
The Information Architecture and Projects Section consists of approximately 45 staff, including 30 programmers. The working environment involves a level of confidentiality typical of software development.

Main purpose

As a member of a team led by a Project Leader, to carry out analysis, design, implementation, maintenance and documentation of a constantly evolving range of ICT solutions running on diverse platforms, as well as to evaluate and propose hardware configurations as integral parts of applications. The software and hardware systems must meet the requirements for the successful implementation of safeguards in various nuclear facilities.

Role

The Systems Analyst/Programmer is a team member in developing and supporting in-field software products which allow safeguards inspectors to work effectively in approximately 1000 nuclear facilities.

Partnerships

The Systems Analyst/Programmer liaises with customers to ascertain and investigate their functional and non-functional requirements, and seeks approval from users; in addition, he/she liaises with software vendors and contractors to obtain and manage services, negotiate contracts, define software and hardware requirements, and to obtain information on relevant information technology.

Functions / Key Results Expected

  • To design, develop and implement software, including the provision of training, the identification of hardware and the provision of associated documentation, for stand-alone, LAN and in-field applications. To work with users in defining and analysing their requirements for software applications.
  • To ensure the quality of the ICT implementation and maintenance services provided to the Department through the development and use of agreed standards, methodologies and tools for analysis, design, implementation, maintenance and documentation. To carry out quality assurance activities at the software project development level and ensure that the ICT solutions implemented are reliable, accurate, easy to use and maintain and satisfy safeguards business needs in different types of facilities in Member States.
  • To analyse and implement revisions/upgrades based on changing user requirements.

Knowledge, Skills and Abilities

  • In-depth knowledge of computer programming and system analysis and design in order to develop efficient, correct and compatible programs and to oversee the work of project staff.
  • Familiarity with safeguards accounting, inspections and management information needs an asset.
  • Teamwork: Ability to work collaboratively with colleagues to achieve organizational goals.
  • Ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Ability to propose innovative solutions in the subject area.
  • Strong customer orientation: ability to establish and maintain productive partnerships with internal and external customers/counterparts by gaining their trust and respect.

Education, Experience and Language Skills

  • University degree or equivalent in computer sciences or a related field.
  • Five years of practical working experience in programming, including at least three years of recent experience with the development of client-server and web-based multi-tier applications.
  • Experience with system design and development in a Windows environment with object-oriented and component-based software development. This includes such platforms as; IBM mainframe computer, Windows 2000 and 2003 server and client, UNIX workstation and stand-alone personal computer; development tools such as Visual Studio Team System, ASP.NET 2.0, SQL Server 2005, Biztalk, Sharepoint, Java/JRUN, Windows Communication Foundation (WCF), Workflow Foundation (WF), Windows Presentation Foundation (WPF) and reporting with Microstrategy.
  • Experience in using a quality management approach in software engineering procedures.
  • Fluency in written and spoken English. Knowledge of Arabic, Chinese, French, Russian or Spanish desirable.

NOTE: Five positions are not established Agency posts. They are fixed term temporary assistance posts, subject to the availability of funds.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $51 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $27 394*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
