Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the Agency's Major Programme 3 (Nuclear Safety and Security) encompassing the Agency's activities on the protection of people and the environment against radiation exposure, while responding to the safety and security related needs of its Member States. The Department comprises the Division of Nuclear Installation Safety, the Division of Radiation, Transport and Waste Safety, the Office of Nuclear Security, the Incident and Emergency Centre and the Safety and Security Coordination Section.

The Safety and Security Coordination Section (SSCS) is located in the Office of the Deputy Director General, Head of the Department. The mission of the SSCS is to ensure technical consistency and coordination between the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. The Section comprises two units, the Safety Standards and Application Unit and the Programme and Policy Unit, and has a team of 15 professional and 12 support staff.

Main purpose

As a team leader reporting to the Deputy Director General, the Section Head leads the coordination of the IAEA functions on safety and security and manages the financial and human resources assigned to the Section.

Role

The Head of the Safety and Security Section plays several key roles: 1. leader, leading the Departmental process for the development and review of all safety standards and security guidance documents; 2. adviser, providing analysis and background information to the Deputy Director General on the formulation of Departmental strategy and policy and facilitating their implementation; 3. promoter, facilitating the approval of relevant documents by the IAEA Policy-Making Organs and key advisory bodies and strengthening the IAEA's outreach activities related to safety and security; 4. programme coordinator, facilitating the preparation of the programme and budget of Major Programme 3 and representing the Department at various committees and working groups of the IAEA; 5. programme manager, managing the implementation of safety networks in the frame of extrabudgetary programmes in Major Programme 3, developing the vision and processes for effective knowledge capturing and sharing, managing the formulation and implementation of Departmental IT policy, and representing the Department at various IT related committees establishing IAEA-wide policies.

Partnerships

The Section Head engages with senior staff in the Department, within the Secretariat and with Member States with respect to the development and implementation of strategies and policies for effective implementation of Major Programme 3, the reporting of results and mobilizing resources.

Functions / Key Results Expected

  • Coordinate the development of safety standards and serve as IAEA liaison with the Commission on Safety Standards (CSS).
  • Coordinate the Departmental review process for all safety and security related documents, serving as head of the Departmental steering committee.
  • Guide the development and application of management tools to ensure coordination of Departmental review services and collection of feedback.
  • Coordinate the preparation of documents for the Board of Governors and the General Conference through an effective process of identifying and sharing perception of issues and trends and supporting analytical work.
  • Coordinate the implementation of cross-cutting Major Programme 3 activities among the implementing organizational units inside and outside the Department.
  • Improve and implement approaches and tools for outreach of Departmental activities.
  • Build and maintain strong strategic partnerships and alliances with a wide range of stakeholders in Member States to ensure the visibility and impact of the Department's activities.
  • Serve as the Departmental focal point for policy coordination with the Policy-Making Organs, the Office of External Relations and Policy Coordination and the Office of Legal Affairs in matters related to Major Programme 3.
  • Promote and guide the application of the IAEA IT and knowledge management policy within the Department.
  • Manage the planning and implementation of safety networks within the frame of extrabudgetary programmes.

Knowledge, Skills and Abilities

  • In-depth knowledge of global nuclear safety and security issues, knowledge management and IT processes.
  • In-depth knowledge of project management and a demonstrated ability to apply best practices.
  • Ability to keep abreast of developments in relevant areas of nuclear safety and security.
  • Ability to build and maintain strategic partnerships and alliances with a wide range of stakeholders in the Agency and in Member States to ensure the visibility and impact of the Section's activities.
  • Demonstrated ability to exercise unbiased, tactful and prudent judgement on sensitive issues on the basis of in-depth factual analysis.
  • Strong communication skills:
    • Strong ability to deliver presentations/briefings to a diverse target audience;
    • Ability to write analytical and policy documents.
  • Strong interpersonal skills:
    • Demonstrated ability to perform effectively as a motivating leader and to promote collaboration with internal and external counterparts;
    • Demonstrated ability to work in a multicultural environment with respect for diversity.

Education, Experience and Language Skills

  • Advanced university degree, preferably a PhD or equivalent, in nuclear or other engineering sciences.
  • 10 years' experience in a recognized organization dealing with nuclear safety and security activities.
  • Experience in coordinating the preparation and implementation of an organizational major programme and experience in managing staff and financial resources, including the ability to effectively lead and motivate teams.
  • Fluency in spoken and written English essential. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75 432 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $50 690*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
