Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department has three Operations Divisions, A, B, and C, each responsible for implementing verification activities in different geographical locations of the world. The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures including information analysis and in-field verification to draw well-substantiated, credible safeguards conclusions for States.

Main purpose

As a coordinator and team leader reporting to the Section Head, the Senior Inspector for State Level Coordination ensures, in cooperation with the Senior Inspector for Implementation Coordination and with Country Officers, that safeguards activities are conducted effectively and efficiently in accordance with the relevant safeguards agreements and additional protocols with States in order to identify potential indications of nuclear material diversion or undeclared nuclear material or activities.

Role

The Senior Inspector for State Level Coordination is: (1) a management team member, providing Section staff with leadership, guidance and advice based on technical expertise, and assessing the Section's future resource requirements in cooperation with the Coordination and Support Section; (2) a substantive expert contributor, coordinating the implementation of safeguards at the State level, evaluating the consistency of all safeguards relevant information and supervising the preparation of the State evaluation reports; and (3) an adviser to the Section Head and the Division Director on the analysis, evaluation and interpretation of safeguards relevant data for the purpose of planning and implementing safeguards activities and drawing safeguards conclusions.

Partnerships

The Senior Inspector for State Level Coordination works in close collaboration with the Senior Inspector for Implementation Coordination, Country Officers and other members of his/her team to ensure effective and efficient implementation of safeguards for the States for which the Section is responsible.

He/she works closely with the Section Head and other Sections of the Division to ensure that work methods and processes are conducted consistently and in line with established standards and practices.

He/she engages counterparts in Member State authorities in negotiation and discussion of safeguards verification issues.

Furthermore he/she works closely with the appropriate Departments and Divisions within the Agency in order to analyse the safeguards relevant data available for each State.

Functions / Key Results Expected

  • Take the lead in providing technical advice regarding safeguards conclusions for a State. These conclusions are one of the main products of safeguards implementation and an area of significant interest to the Agency's Member States.
  • Participate in negotiation and other meetings with State authorities or representatives and represent the Section/Division in Departmental meetings, working groups and other assignments as required.
  • Provide proposals for verification activities and the development of State level safeguards approaches.
  • Utilize the human and other resources of the Section to accomplish those objectives in consultation with the Section Head.
  • Supervise human resources in the Section with regard to the processes for which he/she is responsible in a matrix management structure.

Knowledge, Skills and Abilities

  • Demonstrated ability to manage human, financial and material resources towards the achievement of stated objectives, to provide feedback on performance and to encourage staff development.
  • Demonstrated knowledge of a complex international safeguards system and knowledge of quality management.
  • Demonstrated ability to understand complex nuclear related activities and a sound knowledge of the nuclear fuel cycle.
  • Demonstrated analytical skills in drawing well-balanced conclusions when dealing with complex issues and in interpreting procedures and guidelines in order to adapt them to cover complex situations.
  • Demonstrated communication and interpersonal skills, and the ability to establish and maintain effective working relations with Agency staff at all levels and with representatives of Member States.
  • Demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • University degree with emphasis in a nuclear discipline, supplemented by in-depth theoretical and practical training in areas relevant to safeguards, on a level comparable to a second university degree.
  • At least 10 years of combined relevant experience in the nuclear field at national and/or international level.
  • Fluency and ability to communicate effectively in English, including drafting technical documents, essential. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75 432 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $53 330*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
