Organizational Setting

The INIS and Nuclear Knowledge Management Section (INIS/NKM) is located in the Department of Nuclear Energy and is responsible for implementing the Agency's subprogrammes on nuclear knowledge management and the international nuclear information system (INIS). The objectives of the subprogrammes are to increase awareness and understanding in Member States of the need for sustaining knowledge and expertise in nuclear science and technology, to serve the knowledge management needs of Member States and to maintain and enhance information resources on the peaceful use of nuclear energy, serving the needs of Members States and the IAEA.

The Systems Development and Support Group is part of the INIS and Nuclear Knowledge Management Section. It is responsible for the implementation and maintenance of innovative information technology solutions to enable the delivery of the Section's programme.

The Systems Analyst / Programmer reports to the Group Leader and is part of a team of 5 staff.

Main purpose

As a software developer reporting to the Leader of the Systems Development and Support Group, the Systems Analyst / Programmer applies technical knowledge in contributing to the implementation and support of IT solutions aimed at improving business processes and systems to meet programme needs.

Role

The Systems Analyst / Programmer is a functional specialist, working with users to investigate, model and specify business functions, processes, information flows and data structures that will meet business requirements, using methodical and consistent techniques. As a software developer the post holder specifies user/system interfaces and processing rules, as well as translating logical designs into physical designs and computer code.

Partnerships

The Systems Analyst/Programmer engages users at all levels, including managers, to investigate operational requirements and propose effective IT solutions and takes responsibility for their implementation. Outside INIS/NKM, the Systems Analyst/Programmer coordinates with staff within the Division of Information Technology.

Functions / Key Results Expected

  • Carry out requirements analysis for and design of software systems.
  • Design IT solutions using modern software engineering methodologies and tools.
  • Implement software systems, including acceptance testing, user training and the preparation of documentation.
  • Maintain existing software systems.

Knowledge, Skills and Abilities

  • Thorough understanding of software engineering processes and the software engineering life cycle.
  • Disciplined, methodical approach to requirements analysis and system design.
  • Thorough knowledge of Web programming (Javascript, PHP, PERL, HTML) and knowledge of one or more of C/C++, Java, XML, OScript (Livelink scripting language).
  • Knowledge of relational database management software (e.g. SQL Server) and SQL.
  • Knowledge of Windows client/server environments.
  • Knowledge of administering and developing applications based on Convera RetrievalWare is desirable.
  • Customer/user orientation: ability to focus on customer/user needs and satisfaction.
  • Good communication skills, including the ability to prepare software-related documentation.
  • Good organizing skills to work simultaneously on different projects.
  • Strong interpersonal skills with the ability to work effectively in multidisciplinary/multicultural teams with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • University (or equivalent) degree in software engineering (e.g. information management, electronic engineering or computer science). Certifications in software development desirable.
  • At least five years' relevant experience in software development, of which at least one year should have been in developing medium to large information systems in an international set-up.
  • Experience in applying a software engineering approach.
  • Experience in project management.
  • Knowledge of and practical experience in MVC paradigm model desirable.
  • Fluency in written and spoken English.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $52 408 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $40 511*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
