Organizational Setting

The Department of Safeguards is the organizational hub for the IAEA's safeguards work. The IAEA inspects nuclear and related facilities under safeguards agreements with more than 140 States. There are three Operations Divisions, A, B and C, for the implementation of verification activities. While each Division covers different countries, all three have equivalent status, functions and responsibilities for applying safeguards.

The Division of Operations C is responsible for safeguards in States in the European Union, the NIS (Newly Independent States) and Eastern Europe, some of which have advanced and complex nuclear activities. Additionally, most of these States have an additional protocol to their safeguards agreement in force. This situation results in a dynamic and challenging environment with added management complexity.

Main purpose

The Senior Inspector, as part of the management team of a Section, ensures the comprehensive and complete analysis of safeguards relevant information at the level of the State, and plans and implements the necessary activities to follow up on safeguards-relevant findings in a timely manner. Based on these activities, the Senior Inspector makes recommendations with regard to the safeguards conclusions to be drawn for each State in the Section.

Role

The Senior Inspector is a planner, coordinator, and analyst, supervising Country Officers (COs), Alternate Country Officers (ACOs) and a State Level Assistant in the evaluation of safeguards relevant data for the purpose of planning and implementing safeguards activities and drawing safeguards conclusions.

Partnerships

The Senior Inspector negotiates with regional/State authorities, in consultation with facility operators, on all safeguards implementation matters in Member States, including operational and inspection programmes.

Internally, the Senior Inspector, as a member of the leadership of the Division participates in various approvals of technical and administrative matters and provides expert input on the analysis, interpretation and evaluation of all State related data including environmental sample results, cases of illicit trafficking of nuclear and other radioactive materials, the results of inspection activities such as identified anomalies, cases of non-goal attainment, material balances at bulk facilities, nuclear material accountancy trend analysis and all identified cases of inconsistency between State-declared and all other sources of information, in consultation with other in-house divisions. The Senior Inspector discusses and develops new safeguards techniques, equipment and procedures, in consultation with the relevant offices.

Functions / Key Results Expected

  • Ensure the effective and efficient implementation and evaluation of safeguards activities at the State level in cooperation with relevant officers in accordance with Divisional practices, liaising with support Divisions as required.
  • Ensure that appropriate State level safeguards approaches (SLAs), are developed and implemented in a timely manner according to IAEA standards.
  • Prepare, in co-operation with the Senior Inspector for Implementation Coordination (SII), Annual Implementation Plans (AIPs) for States in the Section. Monitor the implementation of AIPs and update as necessary in accordance with the SLA to ensure that adequate activities are conducted to draw and maintain the safeguards conclusion for the State.
  • Coordinate the preparation of State Evaluation Reports (SERs), ensuring that they clearly and concisely reflect the thorough analysis of all relevant information, that the conclusions and recommendations are comprehensive and well-founded and that the reports are produced in a timely manner, according to schedule. Ensure that SER files and country files are established and maintained.
  • Prepare for and participate in inspections, CAs, briefing/debriefing meetings, and technical meetings.
  • Monitor the evaluation of environmental sampling results, ensuring that the results are communicated to the State as appropriate and that the required follow up actions are performed as needed.
  • Ensure the thorough review and evaluation of AP declarations and prepare correspondence to States with regard to the accuracy and completeness of the content.
  • In cooperation with the Coordination and Support Section, ensure the accurate preparation and timely issue of Article 10 statements in accordance with Divisional practices.

Knowledge, Skills and Abilities

  • Demonstrated ability to manage human, financial and material resources to achieve stated objectives, plus the required skills to provide feedback on performance and to encourage staff development.
  • Demonstrated knowledge of a complex international safeguards system and knowledge of quality management.
  • Demonstrated ability to understand complex nuclear related activities and sound knowledge of the nuclear fuel cycle.
  • Demonstrated analytical skills in drawing well-balanced conclusions when dealing with complex issues and in interpreting procedures and guidelines in order to adapt them to cover complex situations.
  • Demonstrated communication and interpersonal skills, and the ability to establish and maintain effective working relations with IAEA staff at all levels and with representatives of Member States.
  • Demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • University degree in physical sciences or engineering, or equivalent degree from a recognized specialized technical institute.
  • At least 10 years of combined relevant experience in the nuclear field at national and/or international level.
  • Experience in international safeguards - the planning and performance of inspections, DIVs, CAs and data analysis and reporting the results thereof.
  • Fluency and ability to communicate effectively in English, including drafting technical documents.
  • Knowledge of any other official IAEA language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75 432 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $58 309*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
