Organizational Setting |

The Department of Safeguards is the organizational hub for the IAEA's safeguards work. The Programme and Resources Section provides administrative services to the Department of Safeguards. It deals with programme analysis and resource management, including budget and financial control, management information, human resources and travel, as well as a variety of other management and administrative issues. The Department of Safeguards has over 600 staff, an annual regular budget of approximately €120 million and an additional €21 million in extrabudgetary resources.
The operating environment is participative, interactive, independent and analytical. Many sensitive issues require the utmost discretion. The Budget and Finance Officer reports directly to the Head of the Programme and Resources Section and is a member of a team of 12 staff. |
Main purpose |

To plan, implement, monitor and control the efficient and effective utilization of financial resources for the Department of Safeguards.

Role |
|
The Budget and Finance Officer plays several key roles: (1) the liaison point - working closely with relevant managers in the Department and with administrative staff, coordinating and synthesizing budget submissions, advising on overall budget envelopes and parameters including implementation, and assisting in the monitoring of their financial resources; (2) the adviser - explaining to managers the range of options and promoting the best solution; (3) the analyst - exercising insight, judgement and skill in the investigation and analysis of financial data, methods of implementing managerial and financial tasks, and recommending improvements; (4) the advocate - representing the views and needs of the Department; and, (5) as an approving/certifying officer within delegated authority.

The Budget and Finance Officer engages managers in the Department of Safeguards on budgetary and financial issues, from planning to monitoring and reporting. He/she advises staff members at all levels and consults with them to find creative and proactive solutions to complex matters. The Officer seeks clarification and advice from the Division of Budget and Finance and advocates the administrative requirements of the Department. He/she interacts with Mission representatives on budgeting and funding issues relevant to the Department of Safeguards.

The IAEA offers an attractive remuneration package
including a tax-free annual net base salary starting at US $63 052 (subject to mandatory deductions for pension contributions and health insurance), a
variable post adjustment
which currently amounts to US $48 739*, dependency benefits,
rental subsidy,
education grant,
relocation and
repatriation expenses; 6 weeks' annual vacation,
home leave,
pension plan and
health insurance.
