Organizational Setting

The Department of Management - which provides services supporting the delivery of the IAEA's programmes - consists of six Divisions, of which the Division of General Services is one.

The Director reports directly to the Deputy Director General, Head of the Department of Management. She/he is responsible for the cost effective and efficient management of the general services functions of the Secretariat, providing customer focused leadership. The Division has a total annual operational budget of €28 million and a total staff of nearly 200.

Main purpose

Under the overall supervision of the Deputy Director General, Head of the Department of Management, the Director is responsible for managing the operations of the Division of General Services which include: facility and property management; archive and records management; technical and engineering services; mail operations; travel, transportation, visa and customs and housing services; and the commissary (duty free shop). She/he also implements the IAEA's business continuity and emergency response plan and is the IAEA's point of contact on security and safety and on buildings management matters.

Role

The Director is: 1) a leader, ensuring timely, and high quality, customer-focused services, and cost-effective implementation of General Services functions in the IAEA; 2) an adviser to the Deputy Director General and other senior management on all matters relating to General Service and coordinator with senior general services managers of other Vienna International Centre (VIC) based organizations on issues related to common services, including safety and security and buildings management; 3) a manager of the human and financial resources assigned to the Division, promoting customer-oriented services through quality management, providing direction and motivating staff in the Division, promoting good performance and teamwork.

Partnerships

The Director builds partnerships and alliances, maintaining dialogue with other entities in the VIC responsible for overall buildings management, and security and safety. She/he forges close working ties with all persons in the IAEA using the services provided by the Division. In addition, she/he negotiates with governmental and municipal authorities.

Functions / Key Results Expected

  • Ensure efficient, economical, timely and customer-focused general services.
  • Be accountable for the managerial and financial control of the IAEA's share of the operating costs of the VIC.
  • Direct the operations of the commissary (duty free shop) to ensure efficiency and accountable management.
  • Serve as the IAEA's point of contact with regard to all security and safety matters and in cooperating with the United Nations Security Service at the VIC; foster a culture of security and safety through promoting and conducting security and safety awareness initiatives.
  • Represent the IAEA in negotiations on matters relating to general services with Austrian governmental and municipal authorities, other international organizations, and local and international suppliers and contractors.
  • Oversee maintenance and testing of the IAEA's business continuity and emergency response plan.
  • Support change initiative, promote quality management and foster innovative reforms.

Knowledge, Skills and Abilities

  • Proven track record of excellent leadership, strong organizing skills and experience in managing people, funds and processes, including the ability to lead and motivate a team in a multicultural environment, ensuring continuous training and development of staff.
  • Ability to plan strategically, direct and operate within a results based management framework and quality management concept.
  • Excellent presentation and negotiation skills and ability to represent the IAEA effectively, including the ability to deliver speeches in a public forum and to conduct effective meetings.
  • Strong communication, reporting and advocacy skills and ability to work in an environment requiring liaison and collaboration with multiple partners, including host government representatives and colleagues from other Departments and organizations.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree in public or business management, organizational behaviour or other relevant area.
  • At least 15 years of relevant working experience, of which no less than 5 years should have been at the senior management level in the supervision at a high administrative level of relevant functions with an international, national or large multinational organization.
  • Experience in the work of international organizations and in managing general services area is highly desirable.
  • Fluency in written and spoken English. Knowledge of German highly desirable, as well as a working knowledge of another official IAEA language (Arabic, Chinese, French, Russian or Spanish).

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $89 129 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $68 629*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
