Organizational Setting

The Division of Nuclear Power provides core engineering, technological and management support to interested Member States in the field of nuclear power, with special emphasis on the needs of developing countries. The main objectives are: to respond to the needs of interested Member States in improving their national nuclear power infrastructures and programmes and evaluate the need for possible replacement technology within the country; to act as a catalyst for innovation and to assist, as appropriate, in the resolution of scientific and technological issues in the area of nuclear power, including electricity generation and other uses such as desalination and hydrogen production; and to manage, preserve and further enhance nuclear expertise and knowledge, competence and effectiveness in support of Member States, and sustain the IAEA's unique position as the leading global international organization in the nuclear field.

The Nuclear Power Engineering Section is one of two sections in the Division of Nuclear Power and is responsible for planning and executing the IAEA's programme on engineering and management support for competitive nuclear power. The main objective of the programme is to strengthen Member States' capabilities for enhancing the reliability and competitiveness of nuclear power with due regard for safety. The relevant subjects are: national nuclear power infrastructure; nuclear power plant life management, including decommissioning; continuous improvement of performance; an integrated management system; training and qualification of personnel, including competence development and knowledge management; modernization of instrumentation and control systems; and implementation of the Power Reactor Information System (PRIS) database.

Main purpose

As a member of a team under the direct supervision and guidance of the Head of the Nuclear Power Engineering Section, and under the overall guidance of the Director of the Division of Nuclear Power, the incumbent ensures a results oriented programmatic response to Member States' priorities by organizing training programmes, workshops and technical meetings, preparing state-of-the-art reports on construction/commissioning and maintenance/inspection related to direct assistance and advice to Member States.

Role

The incumbent plays several roles in the Section: (1) expert in all aspects of construction/commissioning and maintenance/inspection of nuclear power plants; (2) technical officer, arranging and conducting activities required for the successful and timely publication of technical documents, as an outcome of tasks in the field of the advanced construction technologies, commissioning procedures and maintenance optimization of nuclear power programmes under his/her responsibility and as defined in the IAEA programme; (3) scientific secretary, planning and leading moderately complex Technical Meetings; (4) partnership builder, establishing, developing and maintaining an international network of maintenance/inspection with the international organizations.

Partnerships

The incumbent ensures the overall coordination of Member State experts participating in network activities by planning and implementing training activities, and facilitating the sharing of information and experience among network participants. He/she organizes communication and exchanges on project related matters among all the countries participating in the network. He/she also has a key role in facilitating the sharing of experience and transfer of knowledge in the field of construction/commissioning and maintenance/inspection of nuclear power plants.

Functions / Key Results Expected

  • Coordinate, assist, facilitate and implement the various meetings organized within the scope of the advanced construction technologies/commissioning procedures and maintenance/inspection for operating nuclear power plants.
  • Prepare technical reports and guidelines on the advanced construction technologies/commissioning procedures and maintenance/inspection for nuclear power plants.
  • Follow the important aspects of operating nuclear power plants with a view to providing the basis for improvements in the understanding of nuclear power plant ageing and degradation processes and their mitigation.
  • Provide advice and technical assistance to Member States for specific projects in the field of the operation and maintenance of nuclear power plants, as required, and contribute to preparation of the IAEA's programme, financial plan, annual reports, etc.
  • Convene consultancies, Technical Meetings or workshops, and support coordinated research projects resulting in the development of technical publications.

Knowledge, Skills and Abilities

  • Good knowledge of relevant disciplines in nuclear, chemical, mechanical, and/or electrical engineering.
  • Planning and organizing skills and ability to set clearly defined objectives; ability to plan activities/projects well in advance, taking into account possible changing circumstances; ability to identify and organize required resources, including external consultants, and to monitor performance against deadlines and milestones.
  • Strong communication skills and ability to write technical documents in a structured manner and to deliver effective oral presentations.
  • Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • University (or equivalent) degree in the field of nuclear, chemical, mechanical, and/or electrical engineering.
  • At least 7 years of working experience in a relevant field.
  • Experience of working in a national/international nuclear organization or institute desirable.
  • In-depth knowledge of and experience in the scientific/technical principles and developments relating to the field of the advanced construction technologies/commissioning procedures and maintenance/inspection for operating nuclear power plants.
  • Experience in technical writing in English for producing and reviewing documents related to advanced construction technologies/commissioning procedures and maintenance/inspection for operating nuclear power plants.
  • Fluency in spoken and written English.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $63 052 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $48 550*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
