Organizational Setting

The Planning and Economic Studies Section located in the Department of Nuclear Energy is responsible for the implementation of the IAEA's subprogrammes on: (a) energy modelling, databanks and capacity building; and (b) energy-economy-environment (3E) analysis. The objective is to enhance the capacity of Member States to perform analyses regarding national and regional electricity and energy system development, energy investment planning and energy-environment policy formulation. The Section also supports specific requests for economic analyses within the house, particularly for nuclear infrastructure development or comparative assessments of nuclear technology applications versus non-nuclear alternatives.

Main purpose

Under the supervision of the Senior Energy/Nuclear Power Planner, the Energy Systems Analyst/Energy Planner ensures that the specialized application software of the IAEA's analytical tools for energy systems analysis (energy models) are well maintained and functional on various computer systems/platforms, and that approved enhancements to the energy models are incorporated in an efficient manner ensuring compliance with the standards and compatibility with end-users resources. In addition, the incumbent assists the Section Head in data searches and analyses, at short notice, for publications, presentations, etc.

Role

The Energy Systems Analyst/Energy Planner is an energy systems modeller, engaged in enhancing and maintaining specialized analytical tools for energy systems analysis (energy models).

Partnerships

The incumbent builds close working relationships within the Section, with nuclear knowledge management staff responsible for the development/enhancement of the IAEA's energy models and nuclear knowledge management related energy/nuclear indicators, and with immediate supervisors.

Functions / Key Results Expected

  • Maintain specialized application software of the IAEA's analytical tools for energy systems analysis (energy models).
  • Incorporate approved enhancements to the energy models ensuring compliance with the standards and compatibility with end-users resources.
  • Design tests for validation of the functionality of the energy models on various computer systems/platforms.
  • Develop/update user guides for application energy models and indicators.
  • Provide support to the end-users in Member States for the application of energy models.
  • Provide data and analysis support to the Section Head and Programme Manager for the Agency's programme on capacity building and nuclear knowledge maintenance for sustainable energy development.

Knowledge, Skills and Abilities

  • Technical expertise:
    • Strong mathematical modelling and analytical skills with special focus on energy system modelling and analysis.
    • Demonstrated skills in developing and maintaining large computer based models, databases and state-of-the art computer programming techniques/languages.
  • Knowledge of important issues related to the development/planning of sustainable energy systems.
  • Strong communication skills, including the ability to write technical reports, computer manuals, user guides, etc. in a structured and clear manner.
  • Good interpersonal skills: Ability to establish effective working relationships with other staff and to work in a multicultural/multidisciplinary team with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • University (or equivalent) degree in systems analysis, operations research, computer science, applied mathematics, energy economics, engineering or natural sciences.
  • At least 2 years of working experience in developing and maintaining specialized application software with special focus on energy system modelling and analysis.
  • Fluency in spoken and written English. Working knowledge of French desirable.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $43 662 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 406*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
