Organizational Setting

The INIS and Nuclear Knowledge Management Section is located in the Department of Nuclear Energy and is responsible for implementing the IAEA's subprogrammes on nuclear knowledge management and on the International Nuclear Information System (INIS). The objectives of the subprogrammes are: to increase awareness and understanding in Member States of the need for sustaining knowledge and expertise in nuclear science and technology; to effectively serve the knowledge management needs of Member States; and to maintain and enhance the information resources on the peaceful use of nuclear energy serving the needs of Member States and the IAEA.

The incumbent reports to the Capacity Building and Liaison Group Leader of the INIS and Nuclear Knowledge Management Section. In a cooperative effort with the NEA (Nuclear Energy Agency) of the OECD (Organisation for Economic Co-operation and Development), the incumbent will represent the IAEA as a staff member working at the NEA Data Bank, located at OECD/NEA, Issy les Moulineaux, France.

Main purpose

The computer programmer provides and improves the computer program packages for nuclear applications and the services to non-OECD countries.

Role

The computer programmer plays four principal roles:

(1) computer programmer, providing computer program packages to non-OECD members, as well as associated experimental data required for their validation, to IAEA Member States that are not OECD Member States, and to international organizations cooperating with the IAEA; (2) project manager, providing computer codes; (3) adviser to institutions in Member States on relevant computer codes; and (4) trainer and facilitator to enhance competent and effective use of the computer codes.

Partnerships

The computer programmer maintains close contact with the appointed liaison officers of NEA computer program services in Member States to provide the necessary assistance and advice on both the relevant computer codes and implementation of the packages supplied.

Functions / Key Results Expected

To provide the following services to IAEA Member States that are not OECD Member States:
  • Check contributed nuclear computer program packages for completeness and test the programs to ensure that they function as intended; participate in the preparation of master files corresponding to the above program material; and review associated integral experiment data;
  • Participate in the programming work necessary for the inclusion of computer program information in the integrated database of the Data Bank;
  • Collect from Member States computer programs in the nuclear field and integral experimental data for inclusion in the NEA Data Bank;
  • Advise on the existence and suitability of programs for performing specific calculations of interest to the requesters and assist in selecting computer installations with the necessary facilities to run the programs;
  • Distribute requested programs in the form of complete program packages;
  • Visit computer installations in Member States to lecture at training courses and seminars as required.

Knowledge, Skills and Abilities

  • Knowledge of nuclear reactor calculation methods.

  • Teamwork: Ability to work collaboratively with colleagues to achieve organizational goals.

Education, Experience and Language Skills

  • University (or equivalent) degree in computer science and/or nuclear physics or nuclear computer programming and nuclear science.
  • At least five years of relevant experience in scientific software development.
  • Experience in programming large-scale computers.
  • Experience with databases (Access and Oracle).
  • Experience in advanced programming techniques and system analysis.
  • Extensive experience with UNIX/LINUX and Windows operating systems, as well as of programming languages (Fortran 77/90/95, C/C++, Visual Basic).
  • Fluency in spoken and written English and French. Knowledge of another official IAEA language (i.e. Arabic, Chinese, Russian or Spanish) is an advantage.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $52 408 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $41 298*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
