Organizational Setting

The Office of Internal Oversight Services (OIOS) was established to assist the Director General in strengthening the IAEA in areas related to management efficiency, programme effectiveness and accountability. OIOS comprises four major functional areas: programme evaluation, management services, internal audit and investigation. The Office reports directly to the Director General.

Main purpose

Under the general supervision of the Director of OIOS, the Investigator carries out special inquiries and investigations when there are indications that the IAEA's regulations, rules, policies and pertinent administrative instructions may have been violated or where irregularities in activities may have come to light. The results of the preliminary inquiry and investigation are used to draw factual conclusions about the allegations and to help management use the findings to take corrective and remedial action to recover any losses and to prevent recurrence.

Role

The incumbent is: (i) an investigator, planning, conducting and reporting on investigations; (ii) an administrator of the case archives; (iii) a project manager for investigations conducted by external investigators; and (iv) an adviser to the Director of OIOS and senior management in cases of detected or reported potential misconduct.

Partnerships

The Investigator works closely with the auditors of OIOS. The incumbent shall establish a relationship with the United Nations Security and Safety Section and, when necessary, with investigation units in UN organizations.

Functions / Key Results Expected

  • Prioritize, plan and implement investigative work in consultation with the Director, develop terms of reference and investigative plans, and maintain records of all complaints and allegations of fraud and corruption from both internal and external sources.
  • Conduct investigations in accordance with generally recognized international investigative standards and internal procedures, utilizing information technology and data mining tools when appropriate.
  • Prepare investigative reports, including findings and recommendations for corrective actions, and keep the Director informed of the status of implementation of corrective actions by management.
  • Oversee the work of investigative teams of contracted specialists, ensuring that outputs are delivered according to time, budget and quality standards, and reviewing investigative reports and work-papers/documentation.
  • Maintain and develop policies and procedures for the intake and assessment of complaints and allegations of misconduct, fraud and corruption emanating from within and outside the IAEA and for the initiation and conduct of OIOS investigations.
  • Ensure that lessons learned are considered and incorporated into procedures and policies and participate in fraud-awareness and other training programmes.

Knowledge, Skills and Abilities

The Investigator should be able to:
  • Maintain objectivity, impartiality and fairness throughout the investigative process and conduct his/her work with the highest level of integrity;
  • Synthesize multiple, disparate sources of information, including experience and intuition, to make strategic recommendations and decisions;
  • Make consistent, rational and objective decisions;
  • Recommend changes to systems or processes that impede transparency and performance;
  • Produce and deliver quality results; and
  • Be proactive and committed to achieving agreed outcomes.
The Investigator should have:
  • Excellent knowledge of international standards for conducting investigations;
  • In depth knowledge of investigation techniques and methods;
  • Excellent oral communication, writing, editing and reviewing skills; and
  • Excellent interpersonal skills.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree in law, auditing, accounting, management or business administration or another relevant field.
  • Experience in applying internationally recognized investigation techniques.
  • At least seven years' experience as an investigator, preferably in a multicultural setting.
  • Experience working with multiple sectors, such as international organizations, governments, civil society and the private sector.
  • Fluency in spoken and written English. Working knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $63 052 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $44 199*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
