Organizational Setting

The Division of Information Management comprises four sections and provides the Department of Safeguards with the services of data processing, secure information distribution, information analysis and knowledge generation necessary to the IAEA for drawing independent, impartial and credible safeguards conclusions.

The Section for Information Collection and Analysis contributes to the all-sources information analysis necessary for credible conclusions, as required, concerning the compliance of States with their safeguards obligations. The Section participates in the review and definition of processes and technologies for information collection, processing, dissemination, and analysis in support of the State evaluation process.

Within the Section, the Trade and Technology Analysis Unit develops and conducts nuclear trade and technology related information gathering, review, analysis, evaluation and dissemination. The Unit maintains the institutional memory on safeguards relevant covert nuclear related procurement activities. It develops and conducts outreach activities towards States and companies with a view to diversifying the IAEA information sources and providing a better understanding of nuclear proliferation concerns related to technology transfer and trading processes. The Unit also provides advanced scientific and technical expertise in support of specific investigations and State evaluation.

Main purpose

The Nuclear Trade Analyst's expertise in national and global nuclear related trade and trade controls contributes to and further develops the Unit's activities for enhancing information acquisition, analysis and evaluation thus strengthening the consolidated State evaluation process in accordance with Departmental objectives.

Role

The Nuclear Trade Analyst is a specialist in analysis of issues related to global trade and export controls of nuclear related goods, services and technology; a liaison with Member States and their nuclear related companies to develop and maintain mechanisms to diversify IAEA information sources; and a key contributor to broader efforts to develop and improve analytical approaches in support of information driven verification activities.

Partnerships

The Nuclear Trade Analyst participates in daily teamwork with other Unit members; builds collaborative teams with staff in the Department of Safeguards to coordinate and/or participate in defining analysis goals, setting priorities and evaluating task requests; advises and improves awareness of staff in the Department and other IAEA staff of proliferation concerns related to nuclear related trade and trade controls; cooperates with representatives of governments and industry to implement and further develop the procurement outreach programme.

Functions / Key Results Expected

In cooperation with other Unit members and under the leadership of the Unit Head, the Nuclear Trade Analyst analyses safeguards relevant information on nuclear related trade, which covers the following functions:
  • Undertake in-depth analysis of information in order to determine the presence or absence of proliferation or procurement/supply network indicators and prepare related analytical reports;
  • Participate in further developing analysis approaches and methods related to information on covert trade of sensitive nuclear technology and relevant data management systems;
  • Train and guide other staff in the collection and analysis of information on nuclear trade and/or customs controls pertinent to the nuclear fuel cycle and proliferation pathways;
  • Participate in planning and conducting procurement outreach activities with respective governments, NGOs and industry;
  • Work with technical consultants on specific analytical and development projects, including the safeguards R&D programme and the IAEA's support projects, as required.
  • As needed, perform safeguards inspections, carry out complementary access and undertake other in-field verification activities.

Knowledge, Skills and Abilities

  • Technical expertise: Appropriate knowledge of nuclear and dual-use related goods and services and technology.
  • Analytical skills: Ability to identify links with activities and networks that may be related to covert nuclear trading.
  • Interpersonal skills: Ability to interface with staff from different cultural and disciplinary backgrounds to effectively participate in teamwork and diplomatic skills to cooperate with Member States as well as with external industrial and commercial counterparts.
  • Communication skills: Ability to write analytical and technical documents and to speak clearly and effectively.
  • Learning attitude focused on keeping abreast of new technological developments and maintaining expertise.
  • High degree of reliability in handling confidential information.

Education, Experience and Language Skills

  • University degree in nuclear science, chemistry, physics, engineering, electronics/instrumentation. Qualification relevant to trade and export controls developed through training and other competence building within a commercial or authority environment.
  • At least 7 years of relevant practical experience, including 5 years of recent experience in nuclear related trade and export controls or customs authority activities associated with nuclear or dual-use goods and services for civilian or military applications.
  • Extensive knowledge and experience of nuclear related trade activities, commercial contracts and work processes.
  • Extensive knowledge and experience of export controls/export control regimes related to weapons of mass destruction.
  • Recent experience in nuclear related fuel cycle or non-proliferation issues in the industry or international/government service.
  • Fluency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.

NOTE: The incumbent of the post will be considered to be a radiation worker and be subject to an appropriate programme of physical and special medical surveillance arranged by the IAEA.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $63 052 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $48 550*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
