Organizational Setting

The Office of Internal Oversight Services (OIOS) was established in April 2001 by the Director General to strengthen the IAEA's internal oversight services and its ability to ensure management efficiency and programme effectiveness and to enhance accountability.

OIOS consolidates the functions of internal oversight covering internal audit, programme evaluation, management services and investigations under the authority and responsibility of the Director of OIOS, who reports directly to the Director General.

Main purpose

Under the general supervision of the Head of the Programme Evaluation and Management Services Section, the Management Specialist provides independent and objective advisory services to managers to help them to improve the IAEA's programme performance and operations.

Role

The Management Specialist is a team member, contributing to ensuring that the IAEA remains a reliable steward of public resources, and a project manager, leading the planning and implementation of management services reviews.

Partnerships

The Management Specialist discusses project plans, progress and results with IAEA senior management, programme managers and officers; coordinates and provides guidance to external consultants/experts regarding potential assignments and follow-up on assigned project work; and exchanges information for benchmarking the IAEA's performance with external counterparts.

Functions / Key Results Expected

The Management Specialist performs a key role by bringing a systematic, disciplined and objective approach to the evaluation of management processes and to improvement of their effectiveness. To carry this out, he/she conducts the following:
  • Analyses the IAEA's programme and project structure as an input to the development of the work programme of the management services function;
  • Takes a proactive role in identifying emerging issues where the Office could make a contribution to improving the effectiveness and efficiency of processes and policies;
  • Plans, conducts and reports on management reviews of one or several of the following: workflow and processes; organizational structures; policies, procedures and practices; benchmarking against the good practices of other organizations; and resource utilization (efficiency and effectiveness);
  • Manages reviews carried out by external experts/consultants by identifying suitable candidates and supervising their work to ensure high quality reviews and recommendations;
  • Monitors the follow-up of management services recommendations, providing advice and guidance to senior management in client divisions/offices;
  • Advises the Director of OIOS and senior management on the adequacy and effectiveness of the above management reviews, recommending improvements where needed.

Knowledge, Skills and Abilities

  • Demonstrated sound judgement in applying structured methods and techniques to analyse organizational problems and contribute to their solution.
  • Strong analytical (qualitative and quantitative) skills.
  • Ability in conceptual and strategic thinking.
  • Ability to structure and analyse complex organizational and management issues.
  • Strong interpersonal skills with proven experience in team work.
In-depth knowledge of modern leadership practices and several of the following management concepts:
  • Results based management;
  • Change management;
  • Project management;
  • Financial resource management;
  • HR management; and
  • Risk management.
In-depth knowledge of techniques and methods for mapping/measuring/analyzing:
  • Efficiency and effectiveness;
  • Workflow and processes;
  • Organizational structure alignment with the objectives;
  • Financial and resource allocation; and
  • Good practices through benchmarking.

Education, Experience and Language Skills

  • Advanced university degree in business/public administration, science, engineering, economics, or another relevant advanced degree.
  • Minimum of 7 years' professional experience.
  • Work experience, preferably in both private business and international organizations.
  • Minimum of 5 years' experience in a central role (adviser or line manager) related to planning and implementing major organizational changes in larger organizations.
  • Experience in programme and project management in an international organization is an advantage.
  • Excellent presentation and communication skills, particularly writing and presentation in English.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $63 052 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $44 199*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
