Organizational Setting |
The Department of Technical Cooperation (TC) consists of a Division of Programme Support and Coordination and four regional divisions. The objective of the Division of Programme Support and Coordination is to develop strategies, policies, standards and tools to support the technical cooperation programme. Expected outcomes include: the development of a technical cooperation programme which meets Member States' needs and is in line with best practices; expanded cooperation through existing and new partnerships; mobilization of extrabudgetary funds; and greater recognition of the IAEA as a partner in development.
The TC operating environment is dynamic, participative and interactive with inputs received continuously from the Board of Governors, the General Conference, policy- and decision-makers, and technical counterparts in Member States and in the international development community.

Main purpose |
The Programme Planning Officer is a key member of a team of 8 professional and support staff reporting to the Section Head, providing innovative inputs to TC vision, strategy and policy development, and assesses options for the technical cooperation programme ensuring relevance, impact and sustainability through assessment and evaluation of the inputs from governing bodies and the development community.

Role |
The Planning Officer is an analyst, reviewing and analyzing complex economic and social information from a broad range of sources, and a planner and policy developer, leveraging this analysis into concrete tools and recommendations to better enable the IAEA's technical cooperation programme to respond to the development needs of its Member States.

Partnerships |
Builds strong working relationships with colleagues in the regional divisions and engages a network of counterparts in recipient countries and the broader development community in order to keep up-to-date and informed of the immediate and medium-term challenges in the field. Provides advice to colleagues on economic and development issues, ensuring advocacy and promotion of the IAEA's mandate and mission.

Functions / Key Results Expected |
Analysis
- Undertake empirical research and analysis of trends, socio-economic issues, developments and policy issues relevant to the Departmental mandate, projects and initiatives at the global, regional and national levels.
- Gather, select, analyze and interpret information contained in communications and publications, including the press, as well as economic and statistical data, research into the key economic and development issues and production of relevant reports aimed at promoting development.
- Translate this analysis of relevant global development issues and trends into reports, communications, policy proposals and position papers and ensure their integration into the technical cooperation programme and strategy with a focus on the MDGs (Millennium Development Goals).
Thematic Planning & Visioning (Foresight Analysis)
- Organize and manage the required inputs for thematic planning and visioning tools, formulate the planned outputs and monitor the expected outcomes of thematic plans and tools. This involves: cost-benefit assessments for selected techniques; logical framework analysis; and management reports to cover programme coordination activities and recommended implementation strategies. The objective of the tools is to:
- Understand and keep abreast of development trends and nuclear technologies and their innovations;
- Link technology to development for socio-economic impact;
- Assess the comparative advantages of nuclear science and technology solutions; and
- Identify enabling conditions and the best practices.
- Propose the incorporation of programme trends into Country Programme Frameworks (CPFs) and regional programmes; coordinate and guide thematic tools in close cooperation with regional divisions and technical departments ensuring these are linked to the CPFs and project planning.
Policy Development
- Develop or improve programme tools and guidelines that will facilitate the implementation of the technical cooperation programme and improve quality, such as resource pooling and identifying synergies by integrating the Departmental approach into future technical cooperation programme requirements.
General
- Incorporate gender perspectives to ensure equal participation in all programme areas and equal benefits for women and men.
- Plan, organize and provide professional support to technical and ad-hoc expert group meetings, drafting reports and preparing summaries of meetings.

- Knowledge and practical application of theories and concepts related to social and economic development and social policy.

Education, Experience and Language Skills |
- Advanced university degree (or equivalent) in development economics, public policy, political science, political economy, international relations, international law, public administration, or related fields.
- A minimum of five years of progressively responsible post-graduate experience in socio-economic development, policy analysis, sociological/economic research as demonstrated by a number of relevant publications.
- Experience in the provision of technical cooperation is required, and field experience is highly desirable.
- Experience in developing and executing a programme throughout its life cycle.
- Fluency in spoken and written English. Working knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) would be an asset.

Remuneration |
The IAEA offers an attractive remuneration package
including a tax-free annual net base salary starting at US $52 408 (subject to mandatory deductions for pension contributions and health insurance), a
variable post adjustment
which currently amounts to US $31 550*, dependency benefits,
rental subsidy,
education grant,
relocation and
repatriation expenses; 6 weeks' annual vacation,
home leave,
pension plan and
health insurance.
