Organizational Setting

The Office of Legal Affairs (OLA), which reports directly to the Director General, was established to provide legal services of the highest possible standards to the Secretariat and to the organs and bodies of the Agency, as well as to Member States, regarding the implementation of the Agency's activities. There are three sections in OLA with responsibility for different topics: The General Legal Section, the Non-proliferation and Policy-Making Section and the Nuclear and Treaty Law Section. The incumbent reports to the Head of the Nuclear and Treaty Law Section.

Main purpose

Under the supervision and guidance of the Section Head, the incumbent leads the Legislative Assistance Programme of the Office of Legal Affairs and provides legal advice on the application and implementation of all legal instruments adopted under the Agency's auspices.

Role

The incumbent is an active member of a team of five lawyers and three support staff within the Nuclear and Treaty Law Section and provides high quality professional inputs in developing and implementing the Legislative Assistance Programme and in drafting comprehensive nuclear legislation for Member States.

Partnerships

The incumbent works with other officers in the Office of Legal Affairs and relevant Departments in the Agency and establishes collaborative and sustainable relationships with Member States. The incumbent will work closely and directly with representatives of Member States.

Functions / Key Results Expected

  • Advise on the application and interpretation of all international instruments adopted under the Agency's auspices.
  • Review and prepare documents related to the development and application of all aspects of nuclear law.
  • Review and assist in the development of the respective national nuclear laws within the Legislative Assistance Programme.
  • Assume other legal assignments as determined by the Director of OLA or the Section Head.

Knowledge, Skills and Abilities

  • Proven ability to prepare legal drafts.
  • Ability to supervise staff.

Education, Experience and Language Skills

  • Advanced law degree with good academic record.
  • At least seven years of relevant experience at the international level.
  • Extensive experience of legislative drafting.
  • Very good knowledge of and experience in nuclear law.
  • Good knowledge of and experience with the principles of international law.
  • Excellent command of written and spoken English essential. Knowledge of at least one other official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) an asset.

NOTE: This is not an established Agency post. It is fixed term temporary assistance post, subject to the availability of funds.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $63 052 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $48 739*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
