Organizational Setting

The Department of Safeguards is the organizational hub for the IAEA's safeguards work. The IAEA inspects nuclear and related facilities under safeguards agreements with more than 140 States.

Within the Department of Safeguards, the Division of Technical Support is responsible for the development and implementation of the Department of Safeguard's equipment systems. Within the Division, the Section for Technical Support Coordination is responsible for planning and coordinating the Department's equipment budget, contributions from Member State Support Programmes and the Department's destructive analysis of nuclear materials and environmental samples. The Section is also responsible for monitoring and reporting on the performance of the Division of Technical Support, particularly its equipment systems. Additionally, the Section manages a project to identify and implement new tools for the detection of undeclared materials and activities.

The Section has four units responsible for: planning coordination, Member State Support Programme coordination, analytical services coordination and novel technologies.

The Planning Coordination Unit is responsible for the Department's equipment budget, the monitoring of equipment development, implementation and performance, and for Divisional management systems, including the quality management system. The Department has an equipment inventory of about 25 000 items valued at circa €120 million with an annual equipment budget of circa €15 million.

Main purpose

As a member of a team led by the Head of the Planning Coordination Unit, the Programme Management Officer develops the Division's programme and contributes to implementation by providing management information to facilitate decisions on expenditure, particularly with respect to equipment procurement, contracts and staffing.

Role

The Programme Management Officer implements the budgetary and procurement needs of technical teams and liaises with budget officers, technical specialists and managers.

Partnerships

The Programme Management Officer has administrative control of the Department's budget for equipment related procurement. In this role a broad range of contacts is required, particularly with staff at all levels within the Operations Divisions, the Division of Technical Support and the Division of Concepts and Planning. The Programme Management Officer provides regular advice to staff in the Department of Safeguard on use of the Equipment Management Information System (EMIS).

Functions / Key Results Expected

  • Draft and monitor the Division's budget and financial plan.
  • Contribute to implementation of the plan, including the allocation of regular and extrabudgetary funds (annually 1500 items), by providing timely information, analysis, and recommendations on best utilization of available resources.
  • Collect and ensure effective and transparent presentation of the Department's procurement needs to the Equipment Coordination Committee (ECC).
  • Document the decisions of the ECC and act as alternate Secretary to the ECC.
  • Assist with the maintenance and functional development of the Department's EMIS, other Divisional information systems and with IAEA wide systems.

Knowledge, Skills and Abilities

  • Thorough knowledge of procurement and budgeting/financial concepts and principles.
  • Ability to develop and monitor the implementation of complex technical programmes in a timely manner.
  • Good knowledge of programme and project management techniques and tools.
  • Ability to use and query information systems.
  • Analytical skills.
  • Communication skills: Strong ability to write and present financial and technical documents for decision making purposes by management.
  • Interpersonal skills:
    • Demonstrated ability to exercise tact in dealing with staff at all levels.
    • Ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Knowledge of technical fields of relevance to the nuclear verification programme would be an advantage.
  • Knowledge of the ISO 9000 series would be an advantage.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree in an engineering field.
  • A formal qualification in finance would be a strong asset.
  • At least five years of working experience with financial management in technical areas.
  • Fluency in spoken and written English. Knowledge of French, German, Russian or Spanish would be an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $52 408 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $40 511*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
