Organizational Setting

The Department of Safeguards is the organizational hub for the IAEA's safeguards work. The IAEA inspects nuclear and related facilities under safeguards agreements with more than 140 States.

Within the Department of Safeguards, the Division of Technical Support is responsible for the development and implementation of the Department's equipment systems. Within the Division, the Section for Technical Support Coordination is responsible for planning and coordinating the Department's equipment budget, contributions from Member State Support Programmes (MSSP) and the Department's destructive analysis of nuclear materials and environmental samples. The Section is also responsible for monitoring and reporting on the Division's performance, particularly its equipment systems. Additionally the Section manages projects that identify and implement new tools for the detection of undeclared materials and activities.

The Section has three units responsible for: planning coordination, Support Programme coordination, and novel technologies.

The Support Programme Coordination Unit is responsible for the implementation of the Department's work with the MSSP.

Main purpose

As a member of a team led by the Head of the Unit for Support Programme Coordination, the Technical Programme Coordination Officer manages the production of the Department's biennial R&D plans and advises/guides managers in the implementation of the plans using the resources supplied by MSSP.

Role

The Technical Programme Coordination Officer is: a facilitator and manager of the production of the Department's biennial R&D project plans, working with project managers to express clear needs and ensuring that the Department's development plans are consistent with the IAEA's Medium Term Strategy; and a project monitor, advising technical and engineering specialists on the preparation of new task proposals, reviewing projects progress and coordinating reports on the results of tasks, while implementation is carried out through the MSSP.

Partnerships

The production of the R&D plans involves the incumbent working closely with the Department's technical staff and coordinating the approval of the plans through the Department's technical committees. Additionally he/she has extensive technical communications with technical representatives and tasks officers from MSSP.

Functions / Key Results Expected

In order to contribute to a well coordinated programme with timely completion of tasks:
  • Manage the production of the Department's R&D project plans and reports.
  • Review MSSP task proposals and advise regarding the approval process.
  • Assist in the preparation of the necessary status reports for MSSP review meetings.
  • Initiate the production of application reports and ensure their presentation to MSSP.
  • Monitor the financial contributions from MSSP and act as a facilitator in procurement issues.
  • Initiate the IAEA's process for the acceptance of voluntary contributions.

Knowledge, Skills and Abilities

  • Technical expertise:
    • Knowledge of procurement and budgeting/financial concepts and principles.
    • Knowledge of programme and project management techniques.
    • Knowledge of technical fields of relevance to the nuclear verification programme would be an advantage.
  • Strong planning and organizing skills to develop, monitor and coordinate the implementation of complex technical programmes in a timely manner.
  • Communication skills: strong ability to write and present financial and technical documents in English.
  • Interpersonal skills:
    • Ability to communicate tactfully with staff at all levels in the organization as well as with external counterparts.
    • Ability to work effectively in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • An advanced university (or equivalent) degree in a science/engineering related field.
  • At least 5 years of working experience in nuclear safeguards and/or project management.
  • Quality management experience, particularly in controlling large numbers of documents.
  • Experience in resource mobilization at national or international level would be useful.
  • Fluency in spoken and written English is essential. Knowledge of German, French, Russian or Spanish would be useful.

NOTE: This is not an established Agency post. It is fixed term temporary assistance post, subject to the availability of funds.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $52 408 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $40 511*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
