Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department has three Operations Divisions, A, B, and C, each responsible for implementing verification activities in different geographical locations of the world. The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures including information analysis and in-field verification to draw well-substantiated, credible safeguards conclusions for States.

Main purpose

As a coordinator and team leader reporting to the Section Head, the Senior Inspector for Coordination ensures through his/her administrative and technical support that the required human and financial resources as well as equipment are available and utilized effectively and efficiently for all activities performed by the Division. He/she also assists the Section and Divisional management in its endeavour to implement the Departmental quality management programme for technical and administrative process improvement.

Role

The Senior Inspector for Coordination is:

(1) a Section management team member and alternate to the Section Head, providing Section staff with leadership, guidance and advice based on technical and administrative expertise;

(2) a Divisional resource coordinator, monitoring the Division's present expenditures by comparing them to budget and financial plans and ensuring that the future resource requirements of the Operations Sections are met;

(3) an experienced safeguards inspector, ensuring safeguards effectiveness and providing support to the Division's Operations Sections in the preparation of the Safeguards Implementation Report and also to negotiation teams and technical working group meetings on safeguards related matters;

(4) a Divisional quality management coordinator, monitoring all actions taken that relate to the implementation of the Departmental quality management programme for technical and administrative process improvement.

Partnerships

The Senior Inspector for Coordination works closely with the Section Head and other Sections of the Division to ensure that work methods and processes are conducted consistently and in line with established standards and practices relevant for safeguards implementation, and with the Departmental quality management policy.

He/she works closely with counterparts in other safeguards Divisions to coordinate updates to safeguards standards and practices, as appropriate, based on recommendations from the Sections in the Division of Operations B and their experiences in the field.

He/she works closely with the appropriate Departments and Divisions within the IAEA to ensure that the Division's resource requirements are met in a timely and efficient way.

Functions / Key Results Expected

The assignment of Senior Inspector for Coordination covers a broad spectrum of nuclear safeguards issues and requires a thorough understanding of the nuclear fuel cycle, safeguards technologies and policies and the underlying administrative standards, practices and rules. In addition, it includes comprehensive managerial responsibilities. Thus, the Senior Inspector for Coordination:
  • Provides the lead technical advice regarding equipment, financial and human resources planning for the Division;
  • In cooperation with the Divisional Operations Sections, ensures that existing policies and criteria related to safeguards implementation are continuously adapted to take into account the latest requirements/developments;
  • Participates in negotiations and other meetings to represent the Division's requirements;
  • Ensures that uniform quality management standards are maintained across the Division;
  • In cooperation with the Section Head, supervises the Section's human resources with regard to the processes for which he/she is responsible.

Knowledge, Skills and Abilities

  • Demonstrated ability to manage human, financial and material resources towards the achievement of stated objectives, to provide feedback on performance and to encourage staff development.
  • Demonstrated knowledge of a complex international safeguards system and thorough knowledge of quality management.
  • Demonstrated ability to understand complex nuclear related activities and a sound knowledge of the nuclear fuel cycle.
  • Demonstrated analytical skills in interpreting procedures and guidelines, judging their appropriateness for actual safeguards verification scenarios and determining the necessity for adapting them, as required.
  • Demonstrated organizational skills.
  • Demonstrated communication and interpersonal skills, and the ability to establish and maintain effective working relations throughout the Division and Department.
  • Demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • University degree with emphasis on a nuclear discipline, supplemented by in-depth theoretical and practical training in areas relevant to safeguards.
  • At least 10 years of combined relevant experience in the nuclear field at national and/or international level.
  • Experience in handling administrative processes according to the IAEA's policies is desirable.
  • Fluency and ability to communicate effectively in English, including drafting technical documents, is essential. Knowledge of any other IAEA official languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $75 432 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $59 440*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
