Organizational Setting

The Division of Information Management comprises four Sections and provides the Department of Safeguards with the services of data processing, secure information distribution, information analysis and knowledge generation which are necessary to draw independent, impartial and credible safeguards conclusions.

The Declared and Statistical Information Analysis Section provides safeguards information services to the Department of Safeguards as a whole in the area of processing and evaluating safeguards information, and contributes to the Departmental information analysis process in support of State evaluations, in particular to the Division's consolidated analytical efforts.

The Section's specific areas of expertise include providing statistical support to the Divisions of Operations and other Departmental counterparts regarding new integrated safeguards approaches, material balance evaluations, trend analyses, stratification and sampling plan determinations, as well as providing evaluations of samples collected during field activities. Staff in the Section routinely liaise on information issues with senior IAEA officials and with officials from Member States.

The Information Management Unit in this Section has a core responsibility for the receipt, processing and analysis of information provided by States under their safeguards agreements, including NPT (Non-Proliferation Treaty) accounting, NPT transit matching information, non-NPT accounting, the additional protocol (INFCIRC/540) and the neptunium/americium monitoring scheme. It provides essential safeguards technical expertise with regard to nuclear material accountancy.

The Safeguards Information Analyst is responsible for a number of States, reports to the Section Head through the Head of the Information Management Unit, and is supported by and coordinates the work of 1-2 information analysts, 3-4 information assistants and 2-3 safeguards clerks. The working environment involves analyzing information from various sources at all levels of confidentiality.

Main purpose

As a member of a team led by the Section Head and the Unit Head, the Safeguards Information Analyst provides essential information processing, analysis and dissemination services with respect to the nuclear material accounting and additional protocol information provided by States in the context of the consolidated Departmental information analysis process in support of State evaluations.

Role

The Safeguards Information Analyst is: an analyst of complex and sensitive information related to nuclear non-proliferation; a team leader, ensuring the provision of information services for States with regard to the processing and analysis of nuclear material accounting reports and additional protocol declarations; an investigator, evaluating information declared by States and obtained from other sources, in order to identify issues that are relevant from a State evaluation perspective, including the identification of any questions, inconsistencies and nuclear non-proliferation issues.

Partnerships

The incumbent interacts closely at all levels within the Section, Division and Department for the delivery of information products to a wide range of customers. This includes: participating in developing work plans for country and project teams; planning projects and tasks; coordinating and guiding other staff to attain project objectives; improving information collection, processing and analysis; setting policies, priorities and procedures; organizing activities with senior staff within the Division and the Department and with State personnel.

Functions / Key Results Expected

  • Coordinate and perform in-depth analysis relating to nuclear activities in assigned States, disseminating information in a timely manner and providing analytical results to the Divisions of Operations. Oversee the preparation of the consolidated Division input into State evaluations.
  • Play a key role in State evaluations; analyse State reports and declarations, specifically nuclear material accounting reports and information provided under additional protocols; correlate analysis results with material balance evaluations, environmental sampling information, open sources and nuclear trade information.
  • Provide advisory expertise on specific aspects of safeguards agreements, including State supplied nuclear material accounting and additional protocol information, to other Divisions in the Department and State representatives.
  • Initiate and monitor the implementation of new and/or revised analysis activities, projects and procedures as necessary to meet Department's information consolidation goals.
  • Keep up to date on developments and current issues concerning international safeguards as related to State reporting and declarations.
  • Provide training related to his/her area of expertise to relevant IAEA and State personnel.

Knowledge, Skills and Abilities

  • Technical expertise:
    • Thorough knowledge of nuclear activities, especially those related to the nuclear fuel cycle. In-depth understanding of technical aspects of nuclear non-proliferation and nuclear material accounting.
  • Strong analytical skills with the capability to identify interrelationships in information relevant to nuclear non-proliferation and the demonstrated ability to produce reports in a well structured and logical way.
  • Team orientation: Proven ability to work effectively both as a member of a team and as a team leader for coordinating information consolidation for State evaluations.
  • Ability to take the initiative, make appropriate decisions and to propose innovative solutions in the subject area.
  • Interpersonal skills:
    • Demonstrated ability to exercise diplomatic and prudent judgement on sensitive issues;
    • Ability to gain agreement and commitment from others through negotiation;

Education, Experience and Language Skills

  • University (or equivalent) degree in information science, computer science, nuclear science, nuclear engineering, or related fields.
  • At least seven years' working experience in a national or international organizations in information management and analysis related to nuclear non-proliferation issues, nuclear material accounting and nuclear related research.
  • Of those seven years' experience, at least 5 years' experience in information collection, processing, analysis and in the use of complex databases in large information systems.
  • Fluency in written and spoken English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian or Spanish) desirable.

NOTE: This is not an established Agency post. It is fixed term temporary assistance post, subject to the availability of funds.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $63 052 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $48 550*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
