Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 140 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Division of Information Management comprises four sections and provides the Department of Safeguards with the services of information collection, data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and credible safeguards conclusions.

The Section for Information Collection and Analysis contributes to the all-sources information analysis necessary for the IAEA to produce credible conclusions, as required, concerning the compliance of States with their safeguards obligations. It participates in the review and definition of processes and technologies for information collection, processing, dissemination, and analysis in support of the State evaluation process. It assists in defining information collection and analysis processes and in the assessment of relevant tools and systems.

Within the Information Collection and Analysis Section, the Satellite Imagery Analysis Unit, composed of a team of 6 analysts and 3 support staff, analyze satellite images as a critical component of the IAEA's nuclear verification activities.

Main purpose

The Associate Analyst (Satellite Imagery) is a team member acquiring, processing and analyzing satellite imagery in support of the above objective.

Role

The Associate Analyst is: (1) an imagery analyst involved in the processing and analysis of imagery in support of monitoring of declared nuclear sites and facilities; (2) an administrator, ordering and acquiring commercial satellite imagery and associated geospatial information.

Partnerships

The Associate Analyst is the focal point for the image acquisition process within the Unit, building and maintaining strong relationships with vendors, commercial firms, consultants and researchers to enhance and improve the data acquisition process, and ensuring responsiveness from vendors. Within the Division, the Associate Analyst collaborates with colleagues on imagery analysis, and works with staff in other Units and Sections to coordinate the collection and integration of open source information, and the development of integrated analytical products. The Associate Analyst also builds partnerships with staff throughout the Department, with a focus on safeguards inspectors in Operations Divisions.

Functions / Key Results Expected

In cooperation with other imagery analysts and under the leadership of the Unit Head and/or senior analysts, the Associate Analyst conducts and supports imagery analysis and leads activities associated with identifying, ordering, and tracking satellite imagery acquisition within the Unit. To achieve this objective, the incumbent performs the following functions:
  • Process and analyse satellite imagery, compile and integrate collateral information and generate satellite imagery analysis reports;
  • Search, select, order and track satellite imagery acquisitions for the Unit;
  • Contribute to the generation/production of analytical reports;
  • Participate in the population of an advanced GIS based information system;
  • Participate in Section and Division level integrated analytical efforts.

Knowledge, Skills and Abilities

  • Technical knowledge:
    • Good knowledge of multisensor imagery and standardized software, including the use of geographic information system (GIS) technologies, electronic light table (ELT) capabilities and image processing. A good knowledge of information technologies and databases;
    • A demonstrated knowledge of nuclear related information sources;
    • A technical and geographical knowledge of nuclear proliferation, nuclear fuel cycle observables and other related technologies;
    • Good knowledge of panchromatic, multispectral and hyperspectral imagery;
    • Good knowledge of the commercial satellite imagery market, and its acquisition policies.
  • Project management skills: A demonstrated ability to independently manage small projects related to data collection, data processing and administration, including financial management of data acquisitions.
  • Strong analytical skills in the field of work.
  • Good interpersonal skills to deal effectively with commercial imagery vendors and to work in a multicultural environment with sensitivity and respect for diversity.
  • Communication skills: Excellent verbal skills as well as demonstrated ability to generate clear and concise analytical and technical reports.

Education, Experience and Language Skills

  • University (or equivalent) degree in remote sensing, geography, GIS, or a closely related field.
  • At least 2 years of practical and recent working experience in satellite imagery processing and analysis for safeguards, arms control and/or non-proliferation applications.
  • Experience in nuclear related research in the nuclear industry or international/government service.
  • Fluency in spoken and written English. Knowledge of other official IAEA language (Arabic, Chinese, French, Russian or Spanish) an advantage.

NOTE: This is not an established Agency post. It is fixed term temporary assistance post, subject to the availability of funds.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $43 662 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $30 607*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
