Organizational Setting

The Department of Safeguards is the organizational hub for the IAEA's safeguards work. The IAEA inspects nuclear and related facilities under safeguards agreements with more than 140 States.

The Division of Information Management comprises four sections and provides the Department of Safeguards with the services of information collection, data processing, secure information distribution, information analysis and knowledge generation which are needed to draw independent, impartial and credible safeguards conclusions.

The Section for Information Collection and Analysis contributes to the all-sources information analysis necessary for the Agency to produce credible conclusions, as required, concerning the compliance of States with their safeguards obligations. It participates in the review and definition of processes and technologies for information collection, processing, dissemination and analysis in support of the State evaluation process. It assists in defining information collection and analysis processes and the assessment of relevant tools and systems.

Within the Section, the Trade and Technology Analysis Unit conducts nuclear trade related information search, review, analysis and dissemination, develops outreach actions towards States and companies with a view better to comprehend the contribution of technology transfers and trading processes to nuclear proliferation, and provides advanced scientific and technical expertise and advice in support of State evaluations.

Main purpose

The Information Analyst (Trade & Technology) screens nuclear trade related documents, identifies and extracts essential information, analyses and evaluates its reliability and quality before entering data into the relevant databases and scanning the source documents. The work is continuous owing to the increasing supply of information from a variety of sources.

Role

The Information Analyst (Trade & Technology) is: a team player, contributing to the preparation of analysis and State evaluation reports and working together with other members of the Trade and Technology Analysis Unit and other staff to collect, process and analyse information; a specialist in the handling and quality assessment of safeguards related information and on questions related to the Unit's information system and tools; a project manager of selected R&D activities, addressing specific analytical tools and development tasks, and advising other Divisions on trade analysis related information collection, processing and analysis.

Partnerships

The Information Analyst (Trade & Technology) works closely with staff members at all levels within the Trade and Technology Analysis Unit and in other divisions in the Department of Safeguards, guiding the activities of information assistants in reviewing, processing and entering data into relevant data bases. He/she works jointly with inspectors in defining and conducting analytical tasks, cooperates with both IAEA and Member State technical and IT experts for the further development of trade analysis processes, and co-operates with IT experts and other Agency staff in the area of information acquisition, storage, handling and security to ensure that the institutional memory on covert nuclear trade is maintained and available in a secure manner for the Department of Safeguards.

Functions / Key Results Expected

  • Search, explore, collect, screen, store and evaluate the quality and reliability of nuclear trade related information originating from different sources.
  • Conduct analyses of covert nuclear trade related information in order to determine the presence or absence of proliferation or procurement network indicators and to assess safeguards and proliferation implications, including analysis of the Agency support projects.
  • Prepare reports on the analysis undertaken and contribute to on-going State evaluation.
  • Contribute to maintaining and further developing the Unit's information management and analysis systems and also train other staff in the use of these systems.

Knowledge, Skills and Abilities

  • Professional expertise:
    • Sound understanding of nuclear related goods and services, including the design and operation of sensitive nuclear technologies;
    • Knowledge of the nuclear fuel cycle;
    • Knowledge of nuclear proliferation issues;
    • Knowledge of nuclear trade activities and nuclear related export/import controls;
    • Advanced information technology skills.
  • Knowledge management: Some knowledge of knowledge management principles and practices.
  • Analytical capabilities and a demonstrated ability to identify links with activities and networks that may be related to covert nuclear trading.
  • Interpersonal skills: Ability to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.
  • Communication skills: Ability to observe and report concisely and accurately on the basis of observations made.
  • Heightened awareness of information security and high degree of reliability in handling confidential information (essential).

Education, Experience and Language Skills

  • University (or equivalent) degree in nuclear science, chemistry, physics, engineering, or electronics/information technology/management.
  • At least five years of relevant experience in nuclear procurement activities in civilian or military nuclear industry or in non-proliferation.
  • Experience in information collection, processing and analysis, including the use of computers and databases.
  • Experience in managing development activities conducted in a project form.
  • Fluency in written and spoken English is required, as well as in at least one of the other official IAEA languages (Arabic, Chinese, French, Russian or Spanish).

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $53 629 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 859*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
