Organizational Setting

The Department of Management provides services supporting the delivery of the IAEA's programmes.

One of the responsibilities of the Department of Management is the coordination of the IAEA's efforts in the field of security (both information and physical) and to put in place relevant security structures and procedures. The Department coordinates the IAEA's efforts on security with the VIC (Vienna International Centre) based organizations (VBOs), Member States and the wider UN security community.

The Central Security Coordinator is responsible for managing the implementation of security initiatives across the house and for coordinating the IAEA's response to security incidents. The incumbent reports directly to the Deputy Director General for Management and may, depending on resource availability, have to manage other members of staff dealing with the development of a disaster recovery/business continuity plan and security policies, and the provision of general support. He/she also has oversight of security specialists operating in the IAEA's departments and divisions.

Main purpose

Reporting to the Deputy Director General for Management, the Central Security Coordinator manages a pre-emptive approach to security (at both headquarters and at IAEA offices in the field), consistent with the IAEA's mission. He/she ensures that the IAEA adopts the latest practices and technologies in order to address the constantly changing security challenges.

Role

The Central Security Coordinator is the leader of the overall security coordination effort in the IAEA, and an adviser to senior management.

Partnerships

The Central Security Coordinator coordinates, together with the UN Security Chief Vienna, the planning and implementation of security measures throughout the IAEA. He/she liaises at divisional and departmental level within the IAEA and also acts as the focal point for representatives from the VBOs on security issues. He/she promotes partnerships with appropriate Member States and UN organizations, NGOs and other relevant institutions and is the IAEA representative to the Inter Agency Security Management Network (IASMN), the body responsible for developing security initiatives across the UN.

Functions / Key Results Expected

  • Lead the development and implementation of security policy across the IAEA, including the drawing up of a risk assessment, the updating of existing information security policies, encryption policies and the implementation of a disaster recovery/business continuity plan.
  • Provide policy advice to IAEA senior management, keeping them updated on security management issues.
  • Act as the primary liaison between IAEA and the UN Department of Safety and Security in order to promote the adoption of best practice security standards. Speak on behalf of the IAEA on matters relating to security, both information and physical.
  • Serve as a member of the IASMN and work in close association with the UN Department of Safety and Security in keeping the IAEA updated with the latest developments in security policy.
  • Ensure that up-to-date information on security matters is available to all staff.
  • Develop the revised mandate of the IAEA committee responsible for addressing IT security issues (Information Security Policy Steering Group-ISPSG), and ensure that the appropriate structures are in place to address the security needs, both IT and physical.
  • Act as the focal point with Member States support programmes in mobilizing resources for matters related to security. Form and maintain relationships with the appropriate Member State organizations to ensure up-to-date knowledge of the threat facing the IAEA and its assets.
  • Act as Secretary of the IAEA's Crisis Management Group (CMG).

Knowledge, Skills and Abilities

  • Professional expertise:
    • Strong knowledge regarding the protection of sensitive information and physical locations in a high security environment.
    • Working knowledge of physical and information security practices and solutions, including broad familiarity with IT security principles.
    • Demonstrated proficiency in the performance of risk assessments in both national and international organizations.
    • Current awareness of information security threats and risks.
  • Knowledge of the UN system and the IAEA in particular is highly desirable.
  • Analytical skills:
    • Demonstrated ability to undertake investigative work.
    • Ability to carry out in-depth analyses of different subjects and situations.
  • Interpersonal skills: Ability to work effectively with staff and external counterparts at various levels in a multicultural environment, with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • Advanced university degree (masters or equivalent) on a security related subject such as political/social sciences, business administration or international relations.
  • At least 10 years of progressively responsible experience in the field of security.
  • Experience of implementing a convergence approach to security in an international organization.
  • Experience of project management and operational planning highly desirable.
  • Significant experience in implementing and evaluating security standards (ISO) would be an advantage.
  • Fluency in written and spoken English. Knowledge of German an advantage.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $77 190 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $47 317*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
