Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 140 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

Within the Department of Safeguards, the Division of Technical Support is responsible for the development and implementation of the Department's equipment systems, and the coordination and management of nuclear material and environmental inspection samples analyses.

Main purpose

The Director of Technical Support ensures effective and efficient management of the safeguards equipment required by the Divisions of Operations through all lifetime phases and ensures coordination of the activities of Member States Support Programmes.

Role

The Director is: an adviser to the Deputy Director General on such issues as strategy and policy; a leader, providing strategic direction and staff motivation in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; a manager of the human and financial resources assigned to the Division.

Partnerships

The Director engages with senior staff in the Department and within the organization on strategy and policy issues, standards, procedures, reporting, monitoring, assessment and resource mobilization related to the development and management of the techniques and equipment required to support verification activities. The Director provides authoritative guidance and engages in negotiations with counterparts in Member States on Member States Support Programme implementation issues.

Functions / Key Results Expected

  • Lead the Division of Technical Support, providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance, in the Division's programme areas: (i) identification of equipment needs, management of equipment development, and engineering activities to meet quality and safeguards requirements; (ii) systems and applications engineering with respect to safeguards equipment; (iii) procurement, testing, supply, inventory control and maintenance of safeguards equipment and supplies; (iv) development and provision of documentation, procedures, instrumentation methods and techniques; (v) coordination of nuclear material and environmental inspection sample analyses; (vi) management of Member States Support Programmes.
  • As an active member of the Department's senior management team, contribute vision and technical expertise to the formulation of safeguards policies, strategic planning and development of innovative approaches to strengthening the efficiency and effectiveness of the safeguards system, and implement such policies at the Divisional level.
  • Establish and promote implementation of Departmental policy and strategy at the Divisional level, including knowledge preservation and growth, and quality management.
  • Lead and manage the human and financial resources assigned to the Division in an effective and efficient manner, including the planning and assignment of resources, the implementation of planned activities and assessment of the outcome.

Knowledge, Skills and Abilities

  • Demonstrated ability to think strategically, to set direction and to apply a results-oriented approach. Capability for strategic and operational planning and for quality management.
  • Good knowledge and understanding of the challenges facing the IAEA's safeguards system are highly desirable.
  • Strong analytical skills, demonstrated sound judgement in applying technical expertise in order to identify problems and contribute to their solution.
  • Creative and open-minded approach to work planning and organization.
  • Skills in high level negotiation.
  • Excellent communication skills, including the ability to represent the Department or Division effectively, to deliver speeches in the public forum, to hold briefings and debriefings and to conduct effective meetings with representatives of Member States and other stakeholders.

Education, Experience and Language Skills

  • Advanced university degree or equivalent qualification in nuclear chemistry, physics, engineering, instrumentation or electronics.
  • At least 15 years of progressively responsible relevant professional experience, of which at least 5 have been at a senior level.
  • A broad understanding and extensive experience of equipment and technologies used in material control, in particular in safeguards, including knowledge of basic nuclear facility performance, and their interrelationship within the fuel cycle, as well as the types of instrumentation and approaches required in drawing safeguards conclusions.
  • Extensive international or national experience in nuclear material control and nuclear safeguards or in fields of direct relevance to the above responsibilities.
  • Proven track record of excellent leadership and experience in managing staff and financial resources, including the ability to lead effectively and to motivate large work teams in a multicultural environment.
  • Fluency in both written and spoken English. Working knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $91 206 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $59 284*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
