Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 140 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world; and three Support Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management and (iii) Division of Technical Support.

The Effectiveness Evaluation Section is located within the Office of the Deputy Director General. It is responsible for evaluating the implementation of IAEA safeguards in order to determine, for each State with a safeguards agreement in force, the extent to which safeguards objectives - as defined in Departmental guidelines - have been achieved in a given year. The results of these evaluations are reported in the annual Safeguards Implementation Report (SIR) submitted to the Board of Governors and provide a basis for the Board to assess the credibility of safeguards conclusions drawn and the effectiveness and efficiency of safeguards implementation.

The operating environment is participative, interactive, independent and analytical. Many sensitive issues require the utmost discretion.

Main purpose

As a key member of a team led by the Section Head, the Senior Safeguards Analyst leads the data collection and evaluation activities for the annual SIR. He/she contributes to preparation of the SIR for presentation to the Board, prepares the Safeguards Technical Report (STR) that supports the SIR, develops new evaluation procedures associated with safeguards strengthening measures, in particular for evaluation of States as a whole and for integrated safeguards. He/she provides expert advice for various Departmental committees (Technical Review Committee, Criteria Working Group, Integrated Safeguards Committee, Information Review Committee).

Role

The Senior Safeguards Analyst is: (1) a developer of safeguards concepts, approaches and policies, including analysis of their strengths and weaknesses; (2) a coordinator of programmes of work involving other IAEA staff and experts from Member States; (3) a technical adviser, providing expertise to other Sections and Divisions in support of safeguards inspections, training, process development, equipment needs and information management, and; (4) a manager and deputy to the Section Head, leading the team and ensuring fulfillment of the programme objectives.

Partnerships

The Senior Safeguards Analyst interacts primarily with Section Heads and Directors throughout the Department to facilitate the facility level and State level evaluation process: specifically, confirming details of, and following-up on response to, specific problems, coordinating the SIR preparation schedule, and participating in the development of new procedures.

Additionally, she/he discusses issues related to the State's system of accounting for and control of nuclear material (SSAC), the SIR, the Safeguards Criteria and problems identified in the SIR with Member States' staff and representatives.

Functions / Key Results Expected

  • Contribute to the preparation of the SIR for presentation to the Board of Governors, prepare the STR and action plan for the resolution of SIR problems.
  • Assess the effectiveness of existing evaluation techniques, coordinate the Section's input into the State level approach review procedure, and develop new evaluation techniques and criteria associated with safeguards strengthening measures with particular emphasis on the evaluation criteria for integrated safeguards.
  • Carry out safeguards effectiveness assessment and quality assurance audits in Departmental units, and advise on resolution of implementation difficulties.
  • Provide technical expertise and effectively contribute to safeguards inspection and complementary access work in the field to have first-hand experience of the effectiveness of safeguards implementation; assist Departmental training.
  • Coordinate the Section's input, including reports, and provide expert advice to various Departmental groups (SIR task force, Criteria Working Group, Integrated Safeguards Working Group, etc.).

Knowledge, Skills and Abilities

  • Technical expertise:
    • Solid scientific/technical background in the nuclear fuel cycle;
    • Practical knowledge of policies, procedures and criteria used in the implementation of IAEA safeguards.
  • In-depth knowledge of nuclear safeguards including all aspects of safeguards implementation, and practical experience in safeguards inspection activities are essential.
  • A high level of competence in developing strategies, policies, technical requirements, methods and guidelines, and in solving problems that have been identified to be of high priority in the field of work.
  • Strong analytical skills, including the ability to understand complex problems and draw appropriate conclusions.
  • Results orientation, whether working independently or as a member of a team.
  • Excellent interpersonal skills and ability to establish and maintain effective working relations in a multicultural environment with sensitivity and respect for diversity.
  • Communication skills: Demonstrated ability to write clear and concise reports, policies and procedures, and to give effective presentations.

Education, Experience and Language Skills

  • Advanced university degree in physics, chemistry, nuclear engineering, or a related discipline.
  • At least 10 years of working experience in the nuclear fuel cycle industry, regulations, or research with practical experience in the development and application of safeguards procedures in the nuclear fuel cycle.
  • Solid technical background in the field of nuclear technology.
  • Demonstrated experience in information analysis.
  • Experience in the implementation of quality management systems is desirable.
  • Fluency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $77 190 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $53 801*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
