Organizational Setting

The objective of the Department of Technical Cooperation is to establish the leading role of the IAEA's technical cooperation (TC) programme in the application of nuclear technology for sustainable development and social and economic benefits in Member States. The Department contributes to achieving not only the IAEA's strategic goals but also support and recognition for the TC programme and its role in development.

Within the Department, the Division of Programme Support and Coordination is responsible for tasks relating to all stages of the programme cycle.

The Quality Assurance Section provides quality management of TC process and policy development. It defines quality criteria and facilitates implementation, promotes results based management as an approach to quality, and prepares and delivers training for staff in the Secretariat dealing with TC as well as personnel from Member States in relation to their TC obligations.

The Training Officer is a key member of a team of 7 professional and support staff reporting to the Section Head.

Main purpose

The Training Officer is responsible for the overall management of training, which is focused on results based management. She/he provides strategic thinking and leadership towards the joint development, together with the Department's regional divisions and if required with Member States/counterparts, of training plans on TC related themes and management practices and on training delivery.

Role

The Training Officer has the dual role of training manager and trainer on TC related themes and management practices.

Partnerships

The Training Officer is the point of contact for TC staff and counterparts in Member States on all tasks related to training planning, implementation, evaluation and lessons learned. She/he develops linkages within the IAEA and with Members States and creates networks with resource persons or institutions and participants.

Functions / Key Results Expected

  • Develop comprehensive training plans with concrete targets to address the training needs of staff in the Department of Technical Cooperation and personnel in Member States on TC related themes and management practices, incorporating lessons learned.
  • Develop and implement training programmes either directly or by using internal or external resource persons/institutions, including the preparation of training material/packages for diverse audiences and the conduct of evaluations.
  • Conduct regular training needs assessment in consultation with other divisions and Member States/counterparts to highlight relevant themes and areas on which to focus in future training.
  • Manage resources in order to achieve results efficiently and effectively, overseeing administrative and logistics arrangements for training activities.
  • Ensure appropriate maintenance of training related data, analyse information and prepare reports for the Quality Assurance Section and for the Division of Programme Support and Coordination on the results of training activities.

Knowledge, Skills and Abilities

  • Professional expertise and knowledge of human resource development strategies, approaches and methodologies in general and as applied in the UN system in particular.
  • Analytical skills to conduct training needs assessment and translate it into effective training curricula, and also to monitor and evaluate results.
  • Strong client orientation: Ability to develop and maintain mutually productive working relationship with TC stakeholders.
  • Good communication and presentation skills.
  • Interpersonal skills:
    • Ability to establish and maintain effective working relations with IAEA staff at all levels, with representatives of the Member States and with external counterparts;
    • Demonstrated ability to interact effectively as part of an international team to achieve collaboratively organizational goals;
    • Ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree, preferably in social sciences, human resources or business management.
  • At least 7 years' experience in training, of which at least three years should have been in the development sector in an international context.
  • Proven experience in managing people and projects, as well as in organizational development and change management.
  • Fluency in spoken and written English. Working knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) desirable.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $64 521 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $47 746*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
