Organizational Setting

The objective of the Department of Technical Cooperation is to establish the leading role of the IAEA's technical cooperation (TC) programme in the application of nuclear technology for sustainable development and social and economic benefits in Member States. The Department contributes to achieving not only the IAEA's strategic goals but also support and recognition for the TC programme and its role in development.

Within the Department, the Division of Programme Support and Coordination is responsible for tasks relating to all stages of the programme cycle.

The Quality Assurance Section provides quality management of TC process and policy development. It defines quality criteria and facilitates implementation, promotes results based management as an approach to quality, and prepares and delivers training for staff in the Secretariat dealing with TC as well as personnel from Member States in relation to their TC obligations.

The Monitoring Officer is a key member of a team of 7 professional and support staff reporting to the Section Head.

Main purpose

Under the supervision of the Section Head, the Monitoring Officer manages the project monitoring system of the TC programme, providing a strategic perspective that contributes to progressive change in the organizational culture aimed at strengthened results based management and reporting. Additionally, she/he develops and improves, in collaboration with IT staff, monitoring and periodic reporting applications based on existing systems, and integrates these into the project closure process.

Role

The Monitoring Officer is: (1) a planner and facilitator for the implementation of results based project monitoring; and (2) a manager and content analyst of periodic reporting.

Partnerships

The Monitoring Officer is the point of contact for all tasks related to project monitoring and periodic reporting for TC projects. She/he is responsible for developing linkages within the IAEA and with Members States, and for creating networks with monitoring professionals for information sharing and mutual learning on emerging methodologies, tools and techniques.

Functions / Key Results Expected

  • Develop an integrated monitoring plan with concrete targets in line with results based management for the reporting of TC programme/projects.
  • Manage and facilitate implementation of the TC programme/project monitoring system, including analysis of performance indicators for self-assessment, and reporting of lessons learned during the course of programme implementation.
  • Ensure compliance with established quality assurance criteria and guidelines for TC programme/project monitoring and with performance indicators.
  • Identify information requirements for TC management and stakeholders across the programme cycle and prepare reports using the TC programme/project monitoring system.
  • Follow up on recommendations made in periodic project reports and in expert mission and duty travel reports. Monitor their implementation status and provide feedback to regional Divisions.
  • Together with the Training Officer, regularly assess training needs related to programme/project monitoring and reporting, and deliver training.
  • Coordinate and assist in all institutional strengthening and capacity building activities related to monitoring and programme review.

Knowledge, Skills and Abilities

  • Understanding of results based project management and of project monitoring and reporting for TC in the global development context.
  • Professional expertise in and knowledge of monitoring strategies, approaches and methodologies in general and as applied in the UN system in particular.
  • Skills in developing monitoring systems that include performance indicators. Skills in multilevel, multipurpose reporting and in the collation, interpretation and analysis of information.
  • Strong analytical skills: Ability to analyse and synthesize lessons learned from project monitoring and ability to incorporate these into planning for the next programme cycle.
  • Skills in implementing quality standards and criteria in project monitoring and in conducting quality assurance exercises.
  • Strong client orientation: Ability to develop and maintain mutually productive working relationships with TC stakeholders.
  • Good communication and presentation skills. Demonstrated ability to prepare technical reports.
  • Interpersonal skills:
    • Ability to establish and maintain effective working relations with IAEA staff at all levels, with representatives of the Member States and with external counterparts;
    • Demonstrated ability to interact effectively as part of an international team to achieve collaboratively organizational goals;
    • Ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree preferably in social sciences, human resources or business management.
  • At least 7 years' experience in project management, monitoring and reporting in UN/International organizations, the public or corporate sector.
  • Proven experience in managing results based monitoring systems and integration with knowledge management for organizational learning.
  • Fluency in spoken and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $64 521 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $47 746*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
