Organizational Setting

The Department of Nuclear Safety and Security consists of two divisions, the Division of Nuclear Installation Safety and the Division of Radiation, Transport and Waste Safety. The objective of the programme implemented by the Division of Nuclear Installation Safety is to achieve and maintain a high level of safety of nuclear installations under design, construction or operation worldwide by: establishing and promulgating standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities (such as research reactors and fuel cycle facilities); and providing for the application of these standards through, inter alia, the rendering of safety reviews and advisory services, the promotion of capacity building through education and training, the fostering of information and operating experience exchanges, the coordination of research and development and support for the IAEA's technical cooperation programme. In addition, the Division helps ensure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors.

The Safety Assessment Section aims to strengthen Member States' capabilities in effective safety assessment and safety enhancement of nuclear installations through: the development and application of safety standards and guides for advanced deterministic and probabilistic analytical methods/tools related to the prevention and mitigation of events, accidents and severe accidents; and the integration of deterministic, probabilistic and performance-based approaches to risk informed decision making, the implementation of safety performance indicators for safety assessment application, and increased transparency.

Specific topical areas and their applications include: design basis accident, beyond design basis accident, safety analysis, accident management, safety performance indicators, risk informed decision making, and deterministic and probabilistic safety assessment methods/tools. The Safety Assessment Section coordinates and supports Member States in establishing and implementing safety assessment education and training programmes.

The extrabudgetary IAEA-Norway programme on safety excellence in Romania and Bulgaria has a programme structure consisting of an IAEA designated part-time Programme Head. The programme is supported by a full-time Technical Programme Manager and a Programme Coordinator.

The operating environment is dynamic, participative and interactive with inputs received from the Board of Governors, the General Conference, policy- and decision-makers, and technical counterparts in Member States and the international development community.

Main purpose

The Programme Coordinator, as a key member of the programme management team, coordinates all management aspects and oversight of the programme. Based on solid knowledge of capacity building, she/he elaborates concepts and develops new approaches and methodologies to meet complex programmatic challenges and to manage complex and/or sensitive situations in programme delivery.

Role

The Programme Coordinator is: (1) a developer of safety excellence and capacity building activities; (2) a project manager, tracking technical and budgetary project evolution and preparing progress reports; (3) a coordinator, interacting with technical experts and integrating their activities within the programme.

Partnerships

The Programme Coordinator works closely with high level counterparts in Member States' institutions on programme planning and implementation to ensure the effective transfer and sharing of technical know-how, and works with Member States' representatives and advisory groups to identify needs and respond to the interests of Member States in the safety of nuclear installations and facilities.

He/she acts as the focal point under the IAEA-Norway extrabudgetary programme for Member States' counterparts on the assigned projects.

Furthermore, the Programme Coordinator works closely with appropriate technical departments within the IAEA, Member States' institutions and other relevant international organizations to ensure the effective implementation of nuclear installation safety activities.

Functions / Key Results Expected

  • Contribute to planning, developing and implementing the IAEA's programme in the area of safety assessment capacity building.
  • Support the IAEA's Programme Head and act as focal point for the IAEA-Norway extrabudgetary programme.
  • Implement the IAEA safety assessment distance learning and collaboration web based systems and programs for IAEA officers and participating Member States.
  • Plan and contribute to review missions, preparatory meetings and follow-up visits, and the assessment of Member States' needs.
  • Conduct moderately complex studies and assessments related to issues and trends in the area of safety capacity building.
  • Plan, organize and conduct training for moderately complex or sensitive topics.

Knowledge, Skills and Abilities

  • In-depth knowledge and experience of nuclear safety principles and programme management techniques.
  • Thorough knowledge of common approaches to regulatory aspects of nuclear safety as well as international undertakings in the area of safety assessment and safety capacity building.
  • Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity. Excellent oral and written skills.
  • Knowledge of IAEA safety standards and national standards in the area of safety assessment, in-depth knowledge of IAEA technical cooperation project management procedures and other IAEA administrative project handling procedures, knowledge of IAEA training programmes and web based collaboration systems such as WebSphere.

Education, Experience and Language Skills

  • University degree in human resource management or an equivalent degree appropriate to safety capacity building.
  • At least 7 years of experience in a nuclear related area, including experience at the international level specifically with IAEA programmes.
  • Fluency in English essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) is desirable.

NOTE: This is not an established IAEA post. It is fixed term extrabudgetary post, subject to the availability of funds.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $64 521 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $47 746*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
