Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA's major programme on nuclear techniques for development and environmental protection (Major Programme 2). This major programme comprises individual programmes in food and agriculture, human health, water resources management, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The major programme's objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

The Programme Officer works in the office of the Deputy Director General and will report directly to the departmental Programme Coordinator, whose function is to ensure overall coordination of activities between the Department's programmes with a view to enhancing the efficiency and effectiveness of implementation, and contributing to programme transparency and outreach. Cooperation with the IAEA's Department of Technical Cooperation, other relevant technical departments and IAEA offices, including the Office of the Director General, as well as coordination with the programmes of other international organizations is also required.

Main purpose

The Programme Officer contributes to the planning, formulation, coordination and appraisal of programmes under the management of the Department of Nuclear Sciences and Applications through review and analysis of programme proposals, performance monitoring, programme evaluation and assessment and reporting. The Programme Officer supports efforts to ensure effective and efficient implementation of results based programming in Major Programme 2.

Role

The Programme Officer is: an adviser on the formulation and reporting of programmes; an analyst, reviewing and analysing overall programme performance data for assessment in accordance with results based principles; a team member, working collaboratively within the Department as well as with other departments, to enhance programme synergies, coordination and outreach; and a substantive contributor, drafting and editing various documentation.

Partnerships

The Programme Officer consults with the Administrative Officer and other relevant IAEA staff and advises programme managers on matters related to programme formulation, implementation and assessment. He/she interacts with other IAEA departments to coordinate and synergize programmatic activities and for the implementation of cross-cutting activities. He/she supports the Programme Coordinator and programme managers in Departmental initiatives to enhance partnerships such as IAEA collaborating centres and other activities that enhance and promote Departmental activities.

Functions / Key Results Expected

  • Under the guidance of the Programme Coordinator, contribute to Major Programme 2 planning and formulation, performance monitoring, programme assessment, evaluation and reporting to support the implementation of results based programming.
  • Track, analyse and follow the development of programmatic activities to ensure that the overall objectives of the Major Programme are met.
  • Analyse programme outputs to facilitate not only assessment of the Major Programme but also reporting on achievement of outcomes, assessing performance using performance indicators.
  • Draft status reports and provide inputs to the preparation of documents for the IAEA's governing bodies, and as part of the Department's outreach activities.
  • Represent the Department of Nuclear Sciences and Applications, providing advice and inputs on its specific requirements to inter-departmental groups related to programme requirements and support.
  • Support the enhancement of partnerships including the facilitation of IAEA collaborating centres.

Knowledge, Skills and Abilities

  • Good knowledge of programme and project management techniques.
  • Knowledge of the programmatic objectives and appreciation of the relevance of nuclear technologies in programmes managed by the Department of Nuclear Sciences and Applications.
  • Strong analytical skills and understanding of results based planning, evaluation and budgeting.
  • Demonstrated drafting skills in English.
  • Ability to present and communicate information clearly.
  • Ability to exercise tact in dealing with staff at all levels.

Education, Experience and Language Skills

  • University degree in management, economics or field related to science and applications.
  • At least 5 years of relevant working experience, with preferably 2 years at the international level.
  • Experience of programme planning, analysis and assessment.
  • Fluency in written and spoken English. Working knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) desirable.

NOTE: This is not an established IAEA post. It is fixed term temporary assistance post, subject to the availability of funds.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $53 629 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 859*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
