Organizational Setting

The Programme of Action for Cancer Therapy Programme Office (PPO), led by its Head, reports directly to the Deputy Director General for Nuclear Sciences and Applications. The objective of the Programme of Action for Cancer Therapy (PACT) is to enable Member States to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact.

The Programme Coordinator reports directly to the Head of the PPO and usually works in close coordination with other PACT and Agency staff.

Main purpose

As a team member led by the Head of the PPO, the Programme Coordinator leverages lessons learned from evaluation of PACT programmatic activities so as to develop PACT policies and strategies. Also, the PACT Programme Coordinator leads administrative and legal initiatives, such as the negotiation and finalization of formalized relationships with Member States and PACT partner organizations.

Role

The Programme Coordinator is: (1) a concept contributor and specialist adviser, developing, coordinating and evaluating PACT strategies, policies and frameworks; (2) a liaison/focal point, negotiating and finalizing practical arrangements, memoranda of understanding and other agreements with PACT partner organizations and Member States and ensuring appropriate coordination of PACT activities with other IAEA divisions/units; (3) an advocate, conveying PACT's vision and mission to multiple audiences.

Partnerships

The Programme Coordinator works in close collaboration with PACT partner organizations and Member States, coordinating PACT activities, leading administrative/legal aspects, and acting as liaison to relevant offices and departments such as Legal Affairs, Budget and Finance and External Relations. Internally, the Programme Coordinator works closely with and advises the Head of the PPO and senior management in the Departments of Nuclear Sciences and Applications and Technical Cooperation on strategy coordination and evaluation issues.

Functions / Key Results Expected

  • Evaluate and coordinate PACT strategy and programme development and implementation in consultation with the relevant IAEA departments, Member States, regional groups, expert advisers and partners.
  • Contribute to the development and implementation of PACT policies, direction and procedures, in support of PACT programmatic activities.
  • Negotiate and finalize practical arrangements, memoranda of understanding and other agreements with PACT partner organizations.
  • Support, in coordination with the Head of the PPO and PACT fundraising staff, the development of project proposals for PACT Model Demonstration Sites (PMDSs) and coordinate the latter with PACT partners.
  • Act as the secretary for the PACT Advisory Committee by, inter alia, briefing members, preparing meeting briefs, agendas and feeding advice back into PACT programme.
  • Provide legal and administrative support to the implementation of the WHO (World Health Organization)-IAEA joint programme on cancer control, for which the PPO serves as the Agency's coordinating focus.
  • Monitor issues of concern to PACT in the IAEA and in other international forums and provide advice on appropriate responses.

  • Analytical skills: demonstrated ability to analyse complex situations, grasp the critical aspects and make timely and firm decisions based on sound judgement.

  • Communication skills: strong ability to draft and edit reports and speeches for a variety of audiences, and make effective oral presentations in English.

Ability to focus on results in programme/project design, monitoring and implementation, to integrate new approaches and innovations, and to ensure the cost-effective use of funds.
  • In-depth understanding of the different needs of developing Member States, and practical experience in applying programme tools and approaches to meet these.
  • Sound ability to design programmes/projects that support the achievement of development goals and to identify sustainable approaches. Ability to promote capacity-building measures in programme/project design and implementation.
  • Ability to build relevant strategic partnerships and alliances with key stakeholders and partners, to identify areas of common interest and to recommend opportunities for collaboration and joint initiatives.
  • Understanding of the scientific and technical issues associated with the implementation of cancer control planning and programming.
  • Ability to apply knowledge of PACT and its strategies and approaches and to keep abreast of new developments in the area of cancer control management.

Education, Experience and Language Skills

  • Advanced university degree in international relations, international development, business/public administration, law or a related area of study.
  • At least 7 years of work experience in programme development and management, preferably in an international setting.
  • Sound knowledge of strategic planning and donor proposal preparation; experience in strategic planning, policy implementation and programme coordination in large organizations.
  • Experience in the analysis of legal and administrative issues and knowledge of management frameworks, including the development of relevant performance indicators.
  • Fluency in English, knowledge of other official IAEA languages helpful.

NOTE: This is not an established IAEA post. It is fixed term temporary assistance post, subject to the availability of funds.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $64 521 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $41 939*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
