Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 140 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The Departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world and three Support Divisions, the Division of Concepts and Planning; the Division of Information Management, and the Division of Technical Support. The Division of Concepts and Planning is responsible for strategic planning, programme analysis and resource management for the Department and for the development, design and standardization of safeguards concepts, approaches, procedures, and for training.

The Training Section, one of four sections in the Division of Concepts and Planning, is responsible for the development, coordination and provision of safeguards related training for the Department and for personnel of Member States in relation to their obligations under safeguards agreements with the IAEA. The principal functions and responsibilities of the Section include: the organization and implementation of the training of safeguards staff and Member State personnel; the preparation, coordination and maintenance of documentation required for training; and the maintenance of training facilities.

Main purpose

Reporting to the team leader for safeguards staff training, the incumbent manages, plans, develops, implements and evaluates safeguards training courses, particularly for containment and surveillance (C/S) equipment and techniques.

Role

The Safeguards Training Officer (C/S), in addition to being a trainer, is a technical adviser to inspectors at headquarters and in the field for C/S equipment and techniques, and a specialist for training issues in the development of new C/S equipment and techniques and in the preparation of related procedures.

Partnerships

The incumbent is the point of contact for training course implementation issues between the Training Section and the officers responsible within the Department of Safeguards for maintaining, updating and improving C/S equipment and techniques, and delivers training to the safeguards staff in a client-oriented relationship.

Functions / Key Results Expected

The Safeguards Training Officer designs, develops, implements and evaluates safeguards training courses delivered by the Section. In particular, the Safeguards Training Officer:
  • As assigned by the Section Head, conducts the implementation step and participates in the design and evaluation steps of the systematic approach to training (training needs analysis, design of training programmes, development of training material, implementation of training and evaluation of training effectiveness) particularly with regard to C/S equipment, techniques and procedures;
  • Works with technical consultants on training related projects;
  • Proposes to the Section Head training programmatic elements related to C/S for the elaboration of the budget of the Training Section;
  • Manages the C/S training room (equipment and documentation).

Knowledge, Skills and Abilities

  • Professional expertise: Knowledge of the international safeguards system. Knowledge of training engineering highly desirable;
  • Strong analytical skills: Ability to assess training needs and translate them into effective training curriculum as well as to evaluate trainees' performance.
  • Strong planning and organizing skills to set clearly defined objectives, plan activities in a timely way and monitor performance against deadlines and milestones.
  • Strong client orientation, including the ability to develop and maintain effective working relationships with counterparts;
  • Interpersonal skills:
    • Ability to communicate effectively with people at all levels both inside and outside the organization;
    • Ability to work in a multicultural and multidisciplinary environment with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • University or equivalent degree in nuclear science, physics or engineering.
  • At least seven years of combined research and industrial and safeguards experience in nuclear material verification activities including experience in designing and presenting training courses.
  • Proven experience in the management of staff and projects, as well as organizational development and change management.
  • Knowledge of and experience in using and/or developing containment systems such as paper, electronic, and optical seals.
  • Knowledge of and experience in using and/or developing surveillance systems such as digital camera systems.
  • Some experience of conducting C/S training courses is desirable.
  • Fluency in spoken and written English. Working knowledge of French, Russian or Spanish is desirable.

NOTE: This is not an established IAEA post. It is fixed term temporary assistance post, subject to the availability of funds.

Remuneration

The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $64 521 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $41 939*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
