Organizational Setting

The Division of General Services is one of the six Divisions in the Department of Management. It provides service functions through the Director's Office and five Sections: Facilities Management, Seibersdorf Facility Management, Archives and Records Management, Transport and General Support, and Commissary Management.

Under the Transport and General Support Section, the Transport and Shipment Unit is responsible for the handling of approximately 300 freight authorizations per year. These involve shipment/removals and storage of household goods at a value of about Euro 3.2 million, handling of approximately 1,000 shipments, both outgoing and incoming, and handling of the IAEA's official vehicles.

Main Purpose

Reporting to the Supervisor of the Transport and Shipment Unit, the Transport Clerk provides assistance in administering the IAEA official cars. He/she assists IAEA staff and staff of accredited Missions and Embassies in registration and de-registration including customs clearances of imported and purchased vehicles. He/she provides guidance in sale and purchase of used cars.

Working Relationships

The Transport Clerk is in close and constant contact with staff at large, the Austrian Foreign Ministry, custom officials, police authorities, insurance companies and automobile representatives. Contacts involve discussion, explanation, and sometimes negotiation.

Functions / Key Results Expected

  • Register and de-register of vehicles including control and monitor of diplomatic license plates and provide advice to staff as necessary.
  • Advise and assist staff in the sale and purchase of vehicles (used and new) including technical inspection and customs clearance procedures.
  • Provide advice on customs clearance as part of household removals.
  • Liaise with the Austrian Foreign Ministry, custom officials, tax authorities, police authorities, insurance companies and various automobile representatives to keep abreast with the developments relating to sale, purchase and taxation of cars.
  • Provide advice to staff regarding local traffic and driving license regulations.
  • Assist staff in the event of theft of vehicles including submission of accident reports to the insurance companies.
  • When required to assist in other transport and shipment matters to include but not limited to: household removals, shipments, scheduling of buses and drivers.

Knowledge, Skills and Abilities

  • Thorough knowledge of Austrian import laws and regulations and practices concerning sale and purchase of vehicles and public traffic.
  • In-depth knowledge of Austrian traffic laws.
  • Organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, and adapt to constantly changing demands and multitasking.
  • Interpersonal skills: Ability to work effectively in a team and to interrelate in a customer-friendly fashion with staff at all levels as well as with external counterparts.
  • Analytical skills: Ability to use initiative and judgment appropriate to situations.
  • Excellent communication skills to include the ability to operate effectively across organizational boundaries and the ability to establish and maintain working in a multicultural environment.
  • Possesses a high degree of attention to detail.
  • Good computer skills and knowledge of Microsoft Office 2010 (Outlook, Word, Excel) which is the IAEA standard.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of four years of relevant experience, two of which in an international organization.
  • English Language Test (Level 2) and English Typing Test (Level 2) to IAEA standard.
  • Excellent knowledge of written and spoken English. Fluency in German essential. Knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €34 469 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
