Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 175 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the production and maintenance of ICT systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational units, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Project Section provides project-oriented information and communication technology (ICT) services to all the Divisions and Sections in the Department, working cooperatively with staff in the Operations Divisions and the Support Divisions to plan, establish and maintain information systems and to provide them with system analysis, software development, software contract management and maintenance services. It implements best practices in project management using Capability Maturity Model (CMM) standards and continuously monitors the Department's information-related needs so that they can be translated into requests for new or enhanced functionalities of ICT systems.

Main Purpose

Reporting to the Team Leader of the Quality Assurance Team, the IT System Testing Technician assists the team in ensuring compliance of development activities with established Divisional policies, processes, procedures and standards by defining, collecting, and analyzing the quality of the products delivered, as well as by participating in product/service design reviews, testing, configuration control, problem reporting and resolution, and change control. Additionally, he/she provides technical support in the area of the quality control field to the collaborative process of driving and facilitating process improvement efforts in the Division.

Working Relationships

The IT System Testing Technician maintains strong cooperation with IAEA project members, in particular with staff of the Department of Safeguards, as well as working with external contractors, reviewing/testing project deliverables and communicating the review results and recommendations to the project teams and to the management.

Functions / Key Results Expected

Ensure quality of the relevant projects and products by carrying out the following:
  • Perform, as a member of a project team, software testing, test results analysis and provide recommendations on improving test procedures, test plans and acceptance testing procedures for each project.
  • Identify changes which need to be made and provide technical feedback to the project team to improve and update usability test plans for their software and services.
  • Assist the Software Testing Officer and other Professional members of the team to develop manual and automated test cases and scripts.
  • Prepare inputs for quality status reports.

Knowledge, Skills and Abilities

  • Technical expertise:
    • Good knowledge of software development methodologies (CMMI, CoBit, ITIL, ISO 9001:2000...), software quality control and testing;
    • Good knowledge of testing practices in a Service Oriented Architecture;
    • Good knowledge of software test design techniques and familiarity with automated testing tools;
    • Familiarity with libraries, databases, programming, desktop publishing on the Microsoft environment and Software Configuration Management (TFS, VSS...) tools.
  • Analytical skills: Good judgement and objectivity in approaching problems.
  • Communication skills: Ability to communicate both orally and in written form, to formulate and present the test results.
  • Accuracy, including the ability to pay attention to detail.
  • Initiative and decision making: Ability to devise new and improved methods to perform software testing.
  • Proven organizing skills: Ability to work independently, to establish priorities and to respect deadlines.
  • Interpersonal skills: Excellent sense of tact, sensitivity and client orientation. Proven ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Learning attitude: Open to new technologies and tools in the IT industry and willing to learn new skills.

Education, Experience and Language Skills

  • Completed secondary education in computer science, information technology or a related technical discipline (e.g. Berufschule, Associate University degree, Hoehere Technische Lehranstalt) or equivalent.
  • Minimum of six years of practical relevant working experience, of which at least two years should be in software quality control and testing.
  • Certification in software testing such as ISEB or ISQTB is highly desirable.
  • English Language Test (Level 2) and English Typing Test (Level 2) to IAEA standard.
  • Fluency in written and spoken English essential. Knowledge of German and/or another official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.


The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €47 536 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
