Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; and three Technical Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical and Scientific Services, as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Systems.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the production and maintenance of ICT systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational units, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

Main purpose

Under the general supervision of the Head of the Systems Infrastructure and Operations Section, the Team Leader of the Network and Systems Engineering Team is responsible for the smooth running of the infrastructure (network, servers and software), ensures maximum availability to deliver the required ICT services to Department of Safeguards, ensures that the security policies are implemented in the Safeguards ICT infrastructure and are maintained through all evolutions, and coordinates with the Software Development team for the deployment of ICT applications to production.

Role

The Team Leader is: (a) a manager and technical leader, using innovative, smart, and workable solutions to ensure that programmes and tasks are implemented effectively; (b) a facilitator of inter-organizational cooperation in the deployment of IT infrastructure; (c) a technology specialist in the ITC infrastructure domain and (d) an adviser to the Section Head and Division Director on issues concerning ICT systems and ICT security.

Partnerships

The Team Leader of the Network and Systems Engineering Team coordinates daily with colleagues in the Office of Information and Communication Systems on matters regarding infrastructure operations, interacts with the Systems Architecture and Compliance Section project team - business analysts, architects and project support staff on matters related to new application deployment. He/she collaborates with project leaders, IT staff throughout the IAEA and end-users to provide information on the solution to be deployed, and liaises with external contractors and vendors to support the infrastructure needs.

Functions / Key Results Expected

  • Managerial: Lead an innovative and effective team of professionals and staff; plan, coordinate and supervise the activities of the staff of the Team to ensure the delivery of programme objectives, promoting internal and external collaboration, team work, and ensuring, through learning opportunities and work assignments, an effective balance of skills and resources.
  • Leadership in ICT Infrastructure: Implement and maintain a high availability of infrastructure, including the support for the Regional Offices (Tokyo and Toronto) and other remote locations; contribute to the collaborative planning with the programme heads, architects and business analysts to support information integration and dissemination; identify future needs and perform capacity planning for the ICT infrastructure serving the evolution of Departmental business needs.
  • Information Security Responsibility: Ensure, through appropriate technologies, processes and collaboration with all stakeholders, high degree of availability, integrity and confidentiality (including through State-of-the-art infrastructure, processes and policies) of the enterprise information and communication systems. Ensure that the systems are properly patched, maintained and supported.
  • ICT Operations responsibility:
    • Plan and coordinate the integration and deployment of applications internally developed/outsourced or Commercial-Off-The-Shelf applications to the production environment, following the established change management process and quality system;
    • Plan and lead the operational support and continual maintenance of the Safeguards production, test and development platforms and ensure highest availability;
    • Manage the Public Key Infrastructure (PKI) system and ensure continuous service to the whole IAEA;
    • Undertake on call duties outside office hours as and when required.
  • Future Orientation: Identify and investigate emerging technologies and products and assess their applicability and suitability of use subject to the overall ICT governance; plan the resource and skill needs of the Team, in coordination with the Section Head and Division Director.
  • Provide assistance to the Section Head in the preparation of biennium program and budget, financial plan, and HR plan in line with IAEA's medium term and long term strategic objectives.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree in computer science, information technology or related technical discipline.
  • A minimum of 10 years of relevant experience in the field mentioned above, including at least five years in ICT infrastructure operations and support, preferably in an international organization.
  • Excellent technical knowledge and proven experience in:
    • HP server hardware and Microsoft system software (e.g. operating system, operational control and management), including SAN configurations and Windows 2008 OS;
    • Network infrastructure, IT security, experience in design and implementation of infrastructure systems, troubleshooting and solving system failures.
  • Experience and solid knowledge of a variety of ICT technologies in various infrastructure domains, based on Microsoft and Cisco products as well as VMware, firewall and other related technologies.
  • Demonstrated experience in the management and operation of a large and complex ICT infrastructure consisting of diverse hardware configurations, multiple domains, network systems, security devices and supporting software.
  • Technical and/or information system certification an advantage.
  • Knowledge of and practical experience with ICT service quality standard (ITIL) processes an asset.
  • Fluency in both written and spoken English. Knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 629 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $56 360*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
